Dear Sir:
This is written in response to the application of Tri-State
Engineering for a pennit to install an 84-car parking lot for Our Lady of
Guadalupe Church on property located on the southeast corner of Robie and
Andrew, and further described by the legal description on file.
This matter was heard at the December 21, 1972, Board of Zoning
public hearing at which time the staff said that revised plans had been
requested. The staff pointed out how Robie Street is the most travelled
street in the area being the only access point to the residential area
east of Lafayette and therefore when the Traffic Engineer noticed that
the plan showed parking stalls on the north side of the building using
Robie Street for maneuvering area, he said they should be eliminated.
The Board heard a motion to reco�aanend approval subject to the
requested revisions. The motion was seconded and carried by a vote of
4 to 0.
Revised plans dated received January 3, 1973, showed the area
north of the church building blaCktopped and designated "bus loading".
The Traffic Engineer approved this plan. The staff suggests that the
resolution wi11 contain the verbal condition that the blacktopped area
adjoining Robie Street north of the church be used only for bus loading.

A. HISTORY: A permit for a "root beer stand" was granted in 1947. An appeal
to establish a new setback line was granted in 1959.
B. AREA ZONING: Concord Street frontage is zoned Commercial. A "C" Residential
district exists at the southwest corner of Kansas and Concord. A Light
Industrial district exists 1/2 block east of the subject site. Most of the
area north of Concord Street is "B" Residential to the railroad tracks beyond
which is a large Heavy Industrial district.
C. DESIGN STANDARDS: The plaa meets design standards but a blacktopped area
on the south side of Robie Street is designated on the plan as being a
"bus loading" area .
D. SITE CONDITIONS: The site is developed with a church and the parking lot is
^ constructed under authority of an informal approval.
E. AREA COAIDITIONS: Lafayette Freeway with its interchange with Concord Street
exists just west of the subject site and Concord Street immediately south.
I Residential structures of mixed quality exist in the area boiinded by the
freeway, Concord Street and the railroad tracks. An apartment development
exists on the southwest corner of Kansas and Concord. Low density residential
use typifies the area southwest of Concord on either side of the freeway.

Dear Mayor Cohen and Council Members:
This is written in response to David E. Hansing's request for
a Special Use Permit for the applicant Our Lady of Guadalupe Church and
School for an 84 and 17 (101) vehicle off-street parking facility.
It is Mr. Hansing's wish that the applicant be allowed to lay
and use a temporary gravel off-street parking facility until weather
permits the application of a finished bituminous pavement.
Mr. Hansing informed us that much of the concrete curbing has
been installed. It should be noted that the curbing on the plan is
sufficient and meets the required standards. Having reviewed the
applicant's plans, we found them to meet all those requirements of off-
street parking which this office reviews alone.
We defer to the opinion of the Traffic Engineer and to the
Sewer Design office for their opinion concerning access and drainage
respectively.
Plan copies have been received by Sewer's and Traffic Engineer's
Offices on November 13, 1972, for their review.
As of the time this letter was written, there has been no
response from Sewer Department. However, the Traffic Engineer stated to
me in a phone conversation on November 13, 1972, that the 17 spaces
along Robie Street be eliminated, the reason being the immediate access
to Robie Street may cause a traffic hazard.

Dear Mr. Hansing;
As per our recent discussion, we can approve the parking lot plan
and its related driveways for the ,0ut Lady of Guadalupe Chu�ch and Schooi
if the angle parking off Robie St. is eliminated and the driveways are
widened to 26 ft. In addition, we suggest that two "Do Not Enter" signs
be placed on the northeast end on each side of the 12 ft. interior road-
way to prevent eastbound vehicles from using this drive from the turn-
around area to the main parking lot.

A. HISTORY: A permit for a "root beer stand" was granted in 1947. An appeal
to establish a new setback line was granted in 1959.
B. AREA ZONING: Concord Street frontage is zoned Commercial. A "C" Residential
district exists at the southwest corner of Kansas and Concord. A Light
Industrial district exists 1/2 block east of the subject site. Most of the
area north of Concord Street is "B" Residential to the railroad tracks beyond
which is a large Heavy Industrial district.
C. DESIGN STANDARDS: The plaa meets design standards but a blacktopped area
on the south side of Robie Street is designated on the plan as being a
"bus loading" area.
D. �ITE CONDITIONS : The site is developed with a church and the parking lot is
constructed under authority of an informal approval.
F. ARE;.'� CONDITIONS: Lafayette Freeway with its interchange with Concord Street

There is a catch basin in Custer Street to ��anich the lot
shouid drain. The catch bas �n is attached ta a large sewer.
We f�resee no major probler; .
3. Univac - South of Steti•rart , East of Davern:
This is a very large lot and has already been cor,structed.
The lot is obviously shaped to drain to a culvert near Sheparc
Road and some drainage to a catch basin. Since these are
attached to a storm sewer, we do not cbject. The culvert and
the catch basin may restrict the floti•�s in a heavy rain. There
is a great deal of storage capacity in the dip near the culvert.
Therefore, the drainage situation should be a�equate �•rith some
storage on the 1.ot.
