Any skyway bridge built in the vacation area shall also be required to follow the "American Associauon of State Highway and Transportation Officials" standard specificauons for Highway Bridges, sixteeth addiuon,1996. At the request of the City of Saint Paul, Department of Public Works, any skyway bridge constructed in the vacated azea shall be compatibie with the guidelines for the Capitol view corridor. Recent, and historic, interest in Cass GiiberYs eastem Capitol approach suggests a character that stresses long views, grand parks, squares and boulevards on which landmarks are placed and framed by the surrounding building fabric. This image befits the areas institutional character and would be a wonder�ul setting for the MPR expansion. We believe every effort should be made to preserve and enhance the visual character of the Fi�gerald Park precinct. A Cedar skyway will: • Block the view north along Cedar to the Capitol; ■ Remove MPR pedestrian traffic from the street; and ■ Lessen the incentive to make a truly year-round, weather protected street environment We have met with MPR and their architects and have agreed on a process to address these and other urban design issues. • We will meet in March to establish project goals addressing the public realm, neighborhood conte.xt, MPR's private development program, Design Center issues, and a discussion of the F�ameworkPrincipies. • Next, we will meet at HGA Architects to review and understand the MPR functional program and their need for a skyway over Cedar. • Following that session we will participate in several design work sessions to review, discuss and offer opinions on alternative design concepts explored by HGA/MPR. ■ The Design Center will present the MPR design to it's Adjunct Team for comment at one of the summer Adjunct Team Meetings. We hope that these discussions will lead to a mutually acceptable approach to connecting the MPR facilities in the Fiizgerafd Park Campus. Perhaps Cuftural Star grant resources can be used as an incentive to create a street-level system that connects MPR with Musictech, History Theatre etc. to the CBD. The Community Council hopefixlly has made it clear to everyone that there are issues relating to pedestrian and vehiculaz access, public safety, and public skyway access which needs to be addressed in the final design. We also wish the payments "in-lieu-of' property ta�ces aze preserved to cover the City's out-of-pocket expenses created by properties needing city services. It is currently about $30,00�(year for 48� Cedar Street. In regazd to the possible skyway over Cedaz Street, (between the parking ramp and MPR), we strongly support the position that this skyway be open to the public. There has always been a city policy and we believe an ordinance requiring skyways to be accessible for public use. This project which will receive city funding, and will need an easement over a city street surely calls for public access. Recent, and historic, interest in Cass GiiberYs eastem Capitol approach suggests a character that stresses long views, grand parks, squares and boulevards on which landmarks are placed and framed by the surrounding building fabric. This image befits the areas institutional character and would be a wonder�ul setting for the MPR expansion. We believe every effort should be made to preserve and enhance the visual character of the Fi�gerald Park precinct. A Cedar skyway will: • Block the view north along Cedar to the Capitol; ■ Remove MPR pedestrian traffic from the street; and ■ Lessen the incentive to make a truly year-round, weather protected street environment We have met with MPR and their architects and have agreed on a process to address these and other urban design issues. • We will meet in March to establish project goals addressing the public realm, neighborhood conte.xt, MPR's private development program, Design Center issues, and a discussion of the F�ameworkPrincipies. • Next, we will meet at HGA Architects to review and understand the MPR functional program and their need for a skyway over Cedar. • Following that session we will participate in several design work sessions to review, discuss and offer opinions on alternative design concepts explored by HGA/MPR. ■ The Design Center will present the MPR design to it's Adjunct Team for comment at one of the summer Adjunct Team Meetings. We hope that these discussions will lead to a mutually acceptable approach to connecting the MPR facilities in the Fiizgerafd Park Campus. Perhaps Cuftural Star grant resources can be used as an incentive to create a street-level system that connects MPR with Musictech, History Theatre etc. to the CBD. The Community Council hopefixlly has made it clear to everyone that there are issues relating to pedestrian and vehiculaz access, public safety, and public skyway access which needs to be addressed in the final design. We also wish the payments "in-lieu-of' property ta�ces aze preserved to cover the City's out-of-pocket expenses created by properties needing city services. It is currently about $30,00�(year for 48� Cedar Street. In regazd to the possible skyway over Cedaz Street, (between the parking ramp and MPR), we strongly support the position that this skyway be open to the public. There has always been a city policy and we believe an ordinance requiring skyways to be accessible for public use. This project which will receive city funding, and will need an easement over a city street surely calls for public access.
