of the Saint Paul Board of Appeals and Review for the Housing, Building
and Fire Prevention Codes pertaining to the following listed property

" Mrs, Gallagher stated tha.t apparently soane yeaxs ego orders were
reeeived from the Buildaag �epartment oa the praperty. She, hoowever,
did not receive them. At that time, her husbaad was ill. Mrs.
Gall.a�her inteads to correct all items. She w�uld like an extension
of time to complete all repairs and also a �raiver of v�enting require-
ments. TYie appellant is requesting a lifting og the coademnation
�ince the unoccupied house wauld invite vandals, thus causing an ev�en
more dif�Picult situation. There is a person now repa:iring ma.ny items
listed on the orders de,ted January 3, 1973. 660 Otsi�o is vacant
at this time.

DISCUSSION
� Mr, Wozniak questions Mr. Hubbard as to why HRA, in their federal loan
and grant program, allows for not only an outright grant, but a1so,
in sdme cases, a t�ot;e �rhich will be uncolleetable af`�er the recipient
d.ies. Mr. Hubbard clai.med tha.t such a situation wa.s an uczusua.l one.

and is 68 yeaxs old. He has applied for a �rant wa.th the Hausing and
Redev!elopmerit Authority. The $3,500 grant which he ha.s been allotted
does not cover price for plumbin� v�enting requiremeuts. A new electrical
system wa.11 be installed. Mr. Day 'has no means for paying back the
cost of z�epairs �hich axceed $3,500. With the plumbing work included
in a scope of work, estimates are in excess of $4,600. If thes� require-
ments axe wa.ived, work cou7.d be resubmitted for bids. Mr. Day ha.s
consexited that in the event he sells the praperty, all v�enting installa-
tions will be made, .

Mr. Staffenson stated that back in 1969 co�apla:ints were receiv�ed. Survey
of the property; however, was started in 1971. Notice oP condemnatioa
dated Jar.n�ary 18, 1973 includes a11 items in an inspection repvrt of
December �+, 1972. Mr. Johnson has been in the hospital for the last six
months. There axe three units ia the bui.lding; a11 are rented. In 665,
there is one wr�man and four children. In 667 (doKnstairs), there is one
xaman and one child. In 6�7 (upstairs) there is one couple and one baby.
Mr. Johnson has ov�ned the prcperty since 1964. At tha.s time, it is
� difficult for Mr. Johnson to move arbund. The appellarit ha.s replaced all
glass and sash cords. The appellant claims the �iousing Autharity`is goic�g
to t�ke the building. The appellant needs more tia�.e and money. The

Chairman stated that it is not the purpc�se of the Boa�d to have a person
�� lose an i.nv�estment. Hawever, the Board must have a defitLite pl�n presented
which wi.11 allow for the vi.olation abatement. �iarry of the liste�, iteras
wi11 cost money. .The appellant is not receiving social security. He feeZs
that within six months he wil.l. t�e back to his old job. He would like ta
have until June of 1973 to finish all items.
