buildings being that two story frame
apartment house known and described
as 256-260 Charles in the City of
Saint Paul and situated upon those
premises legally described as Lot 11,
Block 21, Robertson and Van Etten' s
Addition to Saint Paul, according to
the plat on file and of record in the
office of the Register of Deeds in
and for the County of Ramsey, State
of Minnesota.
WHEREAS, based upon inspection reports and the recommendations
of t�e Building Department and the concurrence 'of the owner of the
abov� descri� property, it is found and determined by the City
Counci� that = �eording �o the records and files in the of�ice of .
the Register of De�ds.� �he last reeor�. owner of the above�.d�.scribed �
�. proper�y is .Iohr�. Sauro and tkat there are no ��en holders o� record;
' and that it is further determined tha.t the above described building _
-- constitutes a hazardous building within the definition of Minnesota �
Statutes Section 463.15 for the following reasons:
a. The building is standing vacant, abandoned
and is subject to being entered by unauthorized persons;
b. The exterior condition of the building is as
follows: The building is out of plumb. The siding is
in a deteriorated condition. Porch supports are loose.
The rear porches, steps and landings are in a deteriorated
condition. The exterior doors have been smashed. The
foundation of the building has failed, and walls are bowed;

c. The interior condition of the building
is as follows: There are two 3-room apartmen�s
on the first floor �.nd only one bathroom. The
floors are very badly sloped. Plaster is deteriorated
in the west apartment. '�here are three apartments
on the second floor. The floors slope about 10 inches
in a 12 foot length of floor. There is fire dama.ge to
three rooms on the west side. The plaster is in a
deteriorated condition. The joist ends in the base-
ment have settled away from the sub-floor. There are
large structural cracks in the foundation. There are
large patches of ice on the walls from water leakage.
The sloped condition of the concrete floor and walls
suggest poor soil bearing conditions, and there is an
overstressed beam;

� � d. The building in the above condition is beyond
reasonable repair;
e. The b�;ilding is unfit for human habitation
in its present condition and the< above corrections must
be made in comp.liance with the. Building Code and the
Housing Code of the City of Sairtt Paul in order to ma.ke
the same habitable;
f. The building constitutes a nuisance and a
hazard to the public health, safety and welfare because
of its physical damage, dilapidation and inadequate
maintenance;
. now, therefore, be it
RESOLVED, That in accordance with Minnesota Statutes Sections
463. 15 thro�gh 463. 26 and based upon the foregoing findings of the
City Counci��.�:� the Council of the City of Saint Paul does hereby
make the fc�llowing Order:
Ol�DER
l,. The owner of the above described building shall make the
same safe and not detrimental to the public peace, health, safety
and welfare by having the said building razed and the ma.terials
therefrom removed from the premises within thirty (30) days from
the date of the service of this Order;
2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the office of the Clerk of the District Court of Ramsey
County, Minnesota, within twenty (20) days from the date of the
service of this Order, a Motion for Summary Enforcement of this
Order to raze and r � e the said building will be made to the
Ramsey County District Court;

3. In the event that the building is to be razed by
the City of Saint Paul pursuant to judgment of the District
Court, all personal property or fixtures which may un-
reasonably interfere with the razing and removal of this
building shall be removed within ten (10) days from the entry
of judgment; and if not so removed, the City of Saint Pau.l
shall remove and dispose of such personal property and fixtures
as provided by ]a.w;
4. If the City of Saint Paul is compelled to take any
corrective action herein, all necessary costs expended by the
City will be assessed against the abov�> described real estate
and collected as other taxes; and be it
FURTHER RESOLVED, That a certified copy of t�iis resolution
and incorporated Order herein be served upon the last record
owner of the above. described property in the manner provided by
law.
