1 WHEREAS, the Minnesota Department of Natural Resources (DNR) through its Local
2 Trail Connections Grant Program has made funding auailable to assist local units of govemment
3 in completing trail connections between where people live and significant public recreauon
4 facilities; and
WHEREAS, the City of Saint Paul is an eligible applicant and desires to submit an
application to the DNR Local Trail Connections Grant Program on February 28, 2002, in the
amount of $100,000 for the North Lexington Parkway PedestrianlBicycle Trail and Tunnel
project; and
WHEREAS, the Division of Parks and Recreation has submitted the following project

pre-application to the DNR for the referenced grant program, to-wit:
Local Trail Connections Crrant Pro�
North Lexington Parkway PedestrianBicycle Trail and Tunnel - This project is intended
to complete a Grand Round trail connection between Como Park to the north and
the residential area to the south by constructing a tunnel beneath the railroad tracks
which run along Jessamine Avenue; and
WI�REAS, there is a need for a pedestrianJbicycle trail link through a tunnel to be
constructed beneath the Buriington Northern Railroad tracks along Jessamine Avenue which will
connect Como Park north of the tracks with the residential neighborhoods to the south; and
21 WFIEREAS, the City of Sa3nt Paui, Division of Parks and Recreation is in the process of
22 purchasing an easement from the Burlington Northern Railroad for the property on which the
23 North Lexington Parkway PedestrianfBicycle Trail and Tunnel project will be constructed; now,
24 therefore;
25 BE IT RESOLVED, that the City of Saint Paul act as legal sponsor for the North
26 Lexington Parkway Pedestrian/Bicycle Trail and Tunnel project contained in the Loca1 Trail
27 Connections Crrant Program application to be submitted on February 28, 2002, and that the
28 Mayor and proper City officials are hereby authorized to apply to the Department of Natural
29 Resources for funding of this project in the amount of $100,000 on behalf of the Ciry of Saint

There is a need for a connecting link along the Grand Round bicycle trail between Como Park to the north and the
residentiaf neighborhoods to ihe south. This link will consist of a tunnel built beneath the railroad tracks which run
along Jessamine Avenue. It will accommodate both bicyclists and pedestrians, a�d will add to the safety and
convenience of all the trail users.
