AN ORDINANCE AMENDING CHAPTER 230 OF THE SAINT
PAUL LEGISLATIVE CODE� AS AMENDED, PERTAINING
TO SEWERS AND DRAINS.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
Tha.t Cha.pter 230 of the Saint Paul Legislative Code, pertaining �to
Sewers �.nd Drains, be and the same is hereby amended so as to add
the following thereto:
230.30 Definitions
Storm Water is defined as rain water runoff which
" is collected by roof and paved areas,
, yards, courts and courtyards, etc. �
Clearwater is defined as condensate water, cool-
ing water, uncontamina.ted waste water,
and sha.11 exclude storm or rain water
runoff. Such clearwater sha.11 meet
Federal and State Water Pollution
Control Agencies' effluent standards
for disctiarges of untreated water to
water courses .
Sanitary Waste Water is defined as all sanitary sewage or
waste water which does not fall under
the categories of either storm or
clearwater.
230.31 Permit Required

required before any person may tap into or connect
their real property with any public sewer.
230.32 Clearwater Connections
No clearwater connection permit shall be granted for ,
any tract of land unless said tract of land ha.s paid
a clearwater connection charge to the City of Saint
Paul in the amount of $0.03 per squa.re foot of land
being served by the clearwater connection. La.nd
served by a clearwater cQ,�nection is defined as the
entire area of any parcel �P�pt where a large tract
of unplatted land assembled into a single tract con-
stituting an area in excess of 10,000 squa.re feet is
involved in which case the property served sha.11 be
the land area occupied by the building served plus
the contiguous land or improved area adjacent there-
to amounting to not less tha.n 10,000 squa.re feet.
Where portions of large tracts are served, plot plans
of the area sha.11 be submitted with applications for
storm or clearwater connection permits . Where a
public storm or clearwater sewer has been built under
private contract and paid for by one or more owners
. of land thereby served or provided to be served under
a permit authorized by the City Council, and buil� in
accordance with conditions specified in said permit,
then and in any such case, a permit sh.all be granted
to connect all or any of the said land which said
storm or clearwater sewer is intended to drain and
which abuts on said storm or clearwater sewer without
payment of a clearwater connection deposit.
230.33 General Sewer Construction Fund
All cha.rges received under the terms of Section 230.32
of this Chapter sha.11 be paid into the Permanent
Improvement Revolving Fund - General Sewer Construction,
with said funds being applied towards the financing
' of sewer projects throughout the City.
