An ordinance amending Ordinance No . 15174�
entitled: "An administrative ordinance relating
to the executive branch of government of the city
of Saint Paul ; fixing the powers and duties of the
offices of city attorney and city clerk, and estab-
lishing the executive departments of the city, "
approved August 24, 1972.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 15174, approved August 24,
1972, be and the same is hereby amended in the following
particulars : That Section 7 is stricken in its entirety and
the Yollowing substituted in lieu and in place thereof:

A. Department established. There is hereby estab-
lished an executive department of the city of
Saint Paul to be known as the police department. The head of
such department shall be the chief of police , who shall be ap-
pointed in accordance with the provisions oi'� the city charter:
B. Departmental functions . The department shall
, perform the following functions :
'� (1) Preserve the public peace , prevent crime, and
-� detect and arrest offenders .

(2) Administer and enforce laws regulating,
directing, controlling and restricting the
movement of vehicular and pedestrian traffic , and the general
use of the streets by vehicles and the public .
(3) Operate a training program to maintain and
improve the efficiency of the members of
the department .
(4) Prepare �eports on �njuries to persons and
property occurring by accident or otherwise
on the street , in alleys and other public places within the city
as required by law.
(5 ) Provide a procedure for the sale , destruction
, or other disposition of all weapons or other
articles used in the commission of crime or coming into the
custody of the department ; provided, that where such weapon or
articlE may be used as evidence in either a civil or criminal
proceeding, it shall in no way disposed of except upon a
:written order of a court of law.
(6) Provide a procedure for the sale of unclaimed,
lost or stolen articles coming into the custody
of the department .
C . Chie� of Pqlice , powers and duties . The chief of
polic e shall be appointed by the ma�or with the
consent of t'he council., in accordance with the provisions of
the city charter, and shall serve for the term specified
therein. The chief of police shall be accountable to the
mayor and, subject to his supervision and control , shall ad-
minister the affairs of the department . He shall have general
authority and control over all departmental staff and shall over-
see the proper fulfillment of all tasks and duties assigned to
the department . He shall have the power to prescribe such rules
and regulations as he deems necessary or expedient for the proper
operation of the department and to that end shall keep himself •
informed of the latest administrative practices . �he chief of
police shall ` have the power and duty to take all personnel ac-
tions , including hiring, assigning and reassigning employees ,
including supervisory personnel, within his department and shall
supervise their performance .

Section 2. This ordinance shall be deemed a part of the
Saint Paui Administrative Code and shall be incorporated therein
and given an appropriate chapter and�or section number at the time
of compilation of said Administrative Code .
Section 3. This ordinance shall take effect and be in force
thirty (30) days from and after its passage , approval and pub}ic�a=�
tion.
