WHEREAS, it is the intention of the City Council of Saint Paul to use
every means available to it to reduce taxes, increase services, and streamline
gover�ent procedures; and
WHEREAS, a very large body of talented and willing business executives
are located right here in the Saint Paul community; and
WHEREAS, it would be beneficial to the City of Saint Paul to utilize
these private business executives who are available and indicate a willingness to
undertake a program which would analyze and locate areas of City Government where
responsiveness, efficiency and effectiveness can be increased; and
WHEREAS, the State of Minnesota has just completed a similar prograffi
which resulted in a comprehensive analysis of state government and specific action
recommendations for improving state government; now therefore be it
RESOLVED, That this City Council of Saint Paul does hereby institute a
Saint Paul Loaned Executives Action Program for City Government; and be it further
RESOLVED, That the City Administrator is hereby . -ur�ed to make
appropriate contacts with the Chamber of Commerce and other business leaders in
this community to seek their support for this proposal; and be it further
RESOLVED, That the City Administrator, in conjunction with the business
community and in cooperation with the Ra.msey County Administrator, � specific
reco�endations to this Councfl detailing a plan for examina.tion of all City offices;
the number of LEAP executives to be used; and a timetable for completion.
