In the matter of hazardous buildings
being that 24' x 58' frame two story single
family dvaelling and frame garage known and
described as 365 Aurora Avenue in the City
of Saint Paul ari.d situated upon those
premises legally described as the East part
of Lot 10, Block l, Elfelt, Bernheimer and
Arnolds' Addition to St. Paul, according to
the plat on file and of record in the office
of the Register of Deeds in and for the
County of Ramsey, State of Minnesota.
WHEREAS, pursuant to resolution, C. F. No. 260267, approved
December 7, 1972, a public hearing .�,ras duly held on December 21,
1972, before the Council of the Cit3� of Saint Paul, said hear-ing
pertaining to the condition of the structures located at 365
Aurora Avenue, Saint Paul, Minnesota; and
WHEREAS, upon the facts presented at the said hearing con-
---- sisting of photographs, inspection reports and the recommendations
of the Building Department, it is found and determined by the City
Council that according to the records and files in the office of
the Register of Deeds, the last record owners of the above described
property are Missouri B. Robinson, Anastasia Robinson and the estate
of Cora Anderson Carr; and that there are no lien holders of record;
and that it is further determined that the above described building
and garage constitute hazardous buildings within the definition of
Minnesota Statutes Section 463.15 for the following reasons:
a. The buildings are standing vacant, abandoned
and are subject to being entered by unauthor ized persons;

b. The exterior condition of the building is
as follows : The rear entry steps are sagging and
broken. The front porch is sagging; the posts and
soffit are deteriorated. There are broken and� missing
areas of the exterior wall covering. The rear window
sash and frames are broken and deteriorated. The soffit
and facia are loose and deteriorated. The foundation is
sagging and bulged. The posts are deteriorated and the
beams are sagging; •
c. The interior condition of the building is
, as follows: The kitchen and dining room hardwood flooring
is humped and loose. The floors sag. The plaster is
loose and falling. The window sash and frames are
deteriorated and broken. The stairway to the second floor
has broken treads. The rear addition is sagging. The
second floor is similar to the first floor in that the
floors sag, flooring is loose, plaster is_ loose and falling
and the bath floor does not have a covering impervious tq
water. The electrical, heating and plv.mbing systems have
been vandalized and fixtures are missing;
d. The building in the above condition is beyond
reasonable repair;
e. The building is unfit for hv.man habitation in its
present condition and the above corrections must be made in
compliance with the Building Code and the Ho�.sing Code of
the City of Saint Paul in order to ma.ke the same habitable;
f. The building constitutes a nuisance and a hazard
to the public' .health, safety and welfare because of its
physical damage, dilapidation and inadequate maintenance;
g. The 12' x 18' frame garage is sagging and twisted.
The siding has deteriorated and windows and doors are broken
and missing;

RESOLVED, That in accordance with Minnesota Statutes Sections
463. 15 through 463. 26, and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby make
the following Order:
ORDER
l. The owners of the above described building and garage shall
ma.ke the same safe and not detrimental to the public peace, health,
safety and welfare by having the said building and garage razed and
the ma.terials therefrom removed from the premises within thirty (30)
days from the date of the service of this Order;

2. Unless such corrective action is taken to comply with this
Order .or an answer served upon the City of Sain� Paul and filed in
the Office of the Clerk of the District Court of Ramsey County,
Minnesota, within twenty (20) days from the date of the service of
this Order, a Motion for Summary Enforcement of this Order to raze
and remove the said building and garage will be ma.de to the Ramsey
County District Court;
3. In the event that the building and garage are to be razed
by the City of Saint Paul pursuant to judgment of the District Court,
all personal property or fixtures which may unreasonably interfere
with the razing and removal of this building and garage shall be
removed within ten (10) days from the �entry of judgment; and if not
so removed, the City of Saint Paul shall remove and dispose of such
personal property and fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any
�-- corrective action herein, all necessary costs expended by the
City will be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED, That a certified copy of this resolution
and incorporated Order herein be served upon ii�e last record owners
of the above described property in the manner provided by law.

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby
submitting its report on the condition of the structurES at the
location referred to above.
The owner of record is the Estate of Cora Anderson Carr, Missouri
B. Robinson and Anastasia Robinson
The legal description of the property is east part of Lot 10, Block
l, Elfelt, Burnheimer and Arnold Addition.
The bui•ldings are a 24 ` x 58 ` frame two story single family dwelling
and a 12' x 18 ` frame garage.
The rear entry steps are sagging and broken. The front porch is
sagging; the posts and soffit are deteriorated. There are broken
and missing areas of the exterior wall covering. The rear window
sash and frames are broken and deteriorated. The soffit and facia
are loose and deteriorated.
The foundation is sagging and bulged. The posts are deteriorated
and the beams are sagging.
On the first floor the kitchen and dining room hardwood flooring
is humped and loose. The floors sag. The plaster is loose and
falling. The window sash and frames are deteriorated and broken.
The stairway to the second floor has broken treads. The rear add-
ition is sagging.
The second floor is similar to the first floor in that the floors
sag, �looring is loose, plaster is loose and falling and the bath
floor does not have a covering i.mperious to water.

The electrical, heating and plumbing systems have been vandalized
and fixtures are missing.
The garage is sagging and twisted. The siding has deteriorated
and windows and doors are broken and missing.
The Housing and Redevelopment Authority is not in the process of
acquiring or intending to acquire this property.
The subject property has been boarded up by the owner since July
31, 1972 and by the city since September 26 , 1972.
Inasmuch as the inadequate maintenance, the dilapidated condition
and the physical damage outlined above constitute a public hazard
and the owner has made no attempt to satisfactorily repair the dam-
age despite our warnings, and the continued vacant and boarded up
condition contributes a blighting influence on the neighborhood, it
is the recommendation of this bureau that this matter be referred to
the City Attorney' s office for razing and removal through District
Court proceedings.
