RESOLUTION AUTHORIZING THE ACQUISITION
OF A PARCEL BOUNAED BY WEST SEVENTH STREET, SMITH AVE1�iiJE AND
MC BOAL STREET FROM RAMSEY COUNTY
4 WHEREAS, the City of Saint Paul, as part of a LTRt1P-funded revitalization effort on West Seventh Street in the
5 mid-1980s, identified the triangle of land bounded by West Seventh Street, Smith Avenue and McBoal Street
6{PIN# O1-28-23-41-0047), as a suitable location for landscaped green space to provide visual relief and calm
7 traffic; and
8 WFIEREAS, the City requested that the Yas-forfeited parcel be withheld from sale by Ramsey County on May 5,
9 1983, but, agparently, final purchase of the parcel was never completed; and
10 WHEREAS, a stand of red pines was planted on the site and PED has maintained the praperty since that time,
11 believing that it was owned by the City; and
12 WHEREAS, the property was recently listed among those being offered far auction by Ramsey County with a
13 muumum price of $200; and
14 WHEREAS, Ramsey County's auction procedures provide that the City can hold the property off from auction
15 by providing payment equal to the minimum bid; and
16 WI3EREAS, the City Council would prefer to arrange with the County a transfer of the pazcei to the City for the
17 price of $1.00, in consideration for the Ciry's long-term maintenance of the site, but doesn't want to risk losing
18 the pazcel at auction;
19 WHEREAS, the site, with its now-mature stand of trees, continues to provide valuable relief at a busy
20 intersection and requires minimum maintenance;
21 NOW, THEREFORE, BE IT RESOLVED, that the proper City officials are hereby authorized and requested to
22 complete the purchase of the property bounded by West Seventh Street, Smith Avenue and McBoal Street (PIN#
23 O1-28-23-41-0047) from Ramsey County, for an amount not to exceed $200, with the funds coming from the
24 Departrnent of Public Works' Traffic Calming account.
?5 Said sum to be charged to Activity Code: 001-02157-0881.
'6 BE IT FURTHER RESOLVED, that the City Council encourages the Ramsey County Board to develop a
7 mechanism whereby this and similar properties that were forfeited many yeazs ago can be transferred to the City
8 or HRA, at a nominal cost, for redevelopment; and

1 BE IT FINALLY RESOLVED, that the City Council requests that the Ramsey Counry Board consider rebating
2 the $2Q0 price, in this instance, in considerarion for the fact that the City has maintained the property for over
3 fifteen years.
