. This resolution provides that reaidence be xaived for the exsmination
�
for Asphalt Plant Engineer because of the urgent need to employ an experienced
operator at the City Asphalt Plant which is nair ready for the production
season following repairs after last years fire.
The plant has a camplex series of sy�stems, pumps, controls, etc. This
is a specialized experience area where it would be diPficult to find a local
person xith the necessary qualifications.
Any attempt to train present e�nployees is not now Peasible because of
the need to atart operations at once and the length of time that would be
needed to set up a ec�nprehensive training program.
