In the matter of hazardous buildings
being that single family frame dwelling
28' x 40' and frame garage 22' x 33' known
and described as 208 E. Page in the City of
Saint Paul and situated upon those premises
legally described as Lot 12, Block 1$,
Paul Ma.rtins rearrangement of Block 18 of
Woodbury and Cases Addition to Saint Paul,
according to the plat on file and of record
in the office of the Register of Deeds in
and for the County of Ramsey, State of
Minnesota.
WHEREAS, Pursuant to Resolution, C. F. No. 260437, approved
J uary S, 1973, a public hearing was duly held on January 25,
1�1�3, before the Council of the City of Saint Paul, said hearing
pertaining to the condiction of the structures located at 208 E.
Page, Saint Paul, -Minnesota; and
WHEREAS, Upon the facts presented at the hearing consisting
of photographs, inspection reports and the recommendations of the
City Building Department it is found and determined by the City '
Council that according to the records and files in the office of
the Register of Deeds, the last record owners of the above
described property are Bromerc Corporation and Mrs. Casper Mercado
and John Brown; and that there are no lien. holders of record; and
that it is further determined that the above described buildings
are hazardous buildings within the definition of Minnesota
Statutes Section 463. 15 for the following reasons:
a. The building and garage are standing vacant,
abandoned and are subject to being entered by un-
authorized persons;

b. The exterior condition of the building is
as follows: The back porch enclosure has been ripped
off by vandals, Asbestos siding is cracked, broken
and has pieces missing. The rear outside frame stair-
way which was used as a second means of egress from
the second floor is in a dilapidated condition due to
dry rot in the framing members. There is evidence of
dry rot throughout the exterior trim, window frames
and roof cornice. The stone foundation has eroded
mortar joints. The floor joists have dry rot;
c. The interior condition of the building is
as follows: The rooms on the first and second floors
have been completely vandalized. Electrical fixtures
have been removed from their mountings. Plaster has
been removed from the walls. Doors and trim have been
ripped, off the walls. The floors are littered with
debris. The burner on the hot air furnace has been
removed. Heat ducts are in disrepair;
d. The building in the above condition is beyond
reasonable repair; -
e. The building is unfit for huma:n habitation in
.. its present condition and the above cerrections must be
made in compliance with the Building Code and the Hausin:g
Code of the City of Saint Paul in order to ma.�e the same
habitable;
f. The building constitutes a nuisance and a hazard
to the public�a`riealth, safety and welfare because of its
physical damage, dilapidation and inadequate _maintenan�e;
g. The two car frame garage at the l�ack of the lot
is also in great need of repair. Approximately 5% of the
roof shingles are missing. Window and door frames have

dry rot. The frame wall sills have dry rot; -
` now, therefore, be it �
RESOLVED, That in accordance with Minnesota Statutes Sections
463. 15 through 463. 26, and based upon the foregoing findings of
the City Council, the Cou�cil of the City of Saint Paul does hereby
make the following Order:
ORDER
l. The owners of the above described building and garage
shall ma.ke the sa.me safe and not detrimental to the public peace,
health, safety and welfare by having the said building and garage
� razed and the materials therefrom. removed from the premises within
thirty (30) days from the date of the service of this Order;

2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the Office of the Clerk of the District Court of Ramsey
County, Minnesota, within twent..y (20) days from the date of the'
serv�ce of this Order, a Motion for Surrmna.ry Enforcement of this
Order to raze and remove the said building and garage ssrill be made
to the Ramsey County District Court;
3. In the event that the building and garage are to be
razed by the City of Saint Paul pursuant to judgment of the
District Court, all personal property or fixtures which may
u�.�easonably interfere with the r 'zing and removal" of this building
4 and garage shall be removed withi� ten (10) -dajjs from the entry of
judgment; ant�' if riot so removed, the City of Saint Paul shall
remove and dispose of such personal property and fixtures as pro-
vided by law;
4. If the City of Saint Paul is compelled to take any
corrective action herein, all necessary costs expt�nded by the
City will be assessed against the above described real estate and
collected as other taxes; and be it
FURTHER RESOLVED,� That a certified copy of this resolution
and_ incorporated Order herein be served upon the last record
owners of the above described property in the manne� provided by
law.

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby
submitting its report on the condition of the structures at the
location referred to above.
The oinrner of record is the Bromerc Corporation.
The legal description of the property is Lot 12, Block 18, Pa�il
Martin's rearrangement of Block 18 , Woodbury and Case`s Addition.
The buildings are a single family frame dwelling 28' x 40 ' and a
frame garage 22' x 33' .
The exterior is in a state of disrepair. The back porch enclosure
has been ripped off by vandals. Asbestos siding is craciced, broken
and has peices missing throughout the exterior. The rear outside
frame stairway, which was used as second means of egress from second
floor is in a dilap�dated condition due to dry rot existing in the
framing members. There is evidence of dry rot throughout the ex-
terior trim, window frames, and roof cornice. The stone foundation
has eroded mortar joints. Floor joist have dry rot.

This property is not in an area with which the Housing and Rede-
velopment Authority is concerned.
The subject property has been boarded up by the city since May 24,
1972.
The Fire Department is quite concerned regarding these buildings
and consider them hazardous as vandals break into them creating
potential fire hazards.
It appears that the owners have abandon�hese buildings.
Inasmuch as the physical damage, dilapidated and unsanitary con-
ditions outlined above, and the fact that the buildings appear a-
bandoned, constitute a public hazard and the owner has made no
attempt to satisfactorily repair the damage despite our warnings,
and the continued vacant and boarded up condition contributes a
blighting influence on the neighborhood, it is the recommendation
of this bureau that this matter be referred to the City Attorney's
office for razing and removal through District Court proceedings.

WHEREAS , the Department of Community Services , Division
of Housing and Building Code Enforcement has requested the City
Council to hold a public hearing to consider the advisability
and necessity of the correction or wrecking and removal of the
following described buildings , said structures having been reported
to constitute a public hazard:

of ordering the corre�tion or wrecking and removal of said structures
on the above described property inasmuch as said structures are
reported to constitute a hazard to public health, safety and
welfare; be it
FURTHER RESOLVED, that the Division of Housing and
Building Code Enforcement, on behalf of the City Council , notify
by mail the record owners of the property in question at the
last known address , as well as other interested persons of record,
of th� date and time of the hearing.
