RESOLVED, That upon recommendation of the Mayor and pursuant to Section
10.07.4 of the Charter of the City of Saint Paul, there is hereby transferred
the sum of $5,818.00 from the Police Uniformed Division, Activity 04100, to
the Civil Service Bureau - Activity 00155 to be allocated as follows:

To: Civil Service -
Activity 00155 - Expense Code 145 Fees - Personnel
This transfer is necessary to permit the entering
into a contract with Personnel Divisions, Inc, to
provide research on the validation of a Patrolman's

Dear Sir:
The last Patrolman and the last Fire Fighter examinations held by the City
of St. Paul have been challenged in the Courts; and in both cases the Courts
found that more work should be done toward statistical validation of these
examinations.
In the case of the Fire Fighter, the Judge stated that we cannot proceed to
use content validity as a method of test validation until evidence is shown
that it is not feasible to conduct concurrent or predictive validity studies.
Presently, the Cities of Minneapolis and Duluth and the State of Minnesota
have the same problem with their Patrolman examinations. We have met
with officials of the City of Minneapolis and the State of Minnesota and
Personnel Decisions, Inc. , and discussed this problem. Personnel De-
cisions, Inc. has made a proposal of research for validating Patrolman
tests for St. Paul, Minneapolis, Duluth, a.nd suburban areas, This would
be a joint validation study which will cost us less than going it alone.
The proposal of Personnel Decisions, Inc. which pertains to St. Paul only
is priced at $5, 818. 00. There is another phase of this study which pertains
to St. Paul, Minneapolis, Duluth, and the suburbs, priced at $4, 890. 00.
St. Paulls share of this is unclear at this time and it is possible that the
State may pay for this phase out of Intergovernmental Personnel Act funds.
As previously stated, we must also attempt to get a current validation atudy
made in the examination for Fire Fighter. �n this case there has been no
extensive work done in terms of job performance, rating scales, and task
analyses as there had previously been done by Personnel Decisions, Inc.
under a L. E� A� A, grant for the Patrolman position. Also, in the case
of the Fire Fighter, the City of Minneapolis and the State of Minnesota are
not interested in joining with us in a joint venture. The cost of going alone
on a Fire Fighter project, with the State furnishing some professional help
on statistical analysis, will be approximately $13, 000. Until i
the City will not be able to hire Fire Fighters.

Under the direction of Personnel Decisions, Inc. , much of the statistical
analyses on these examinations will be made by the State of Minnesota,
which is setting up a test validation center under Intergovernmental
Personnel Act funds. Since the State has an interest in the Patrolma.n
exami.nation, moneys are available for this examination, and not for the
Fire Fighter. The State people i.ndicated that they would help us on the
statistical analyses for Fire Fighter as much as they are able.
We do not anticipate being able to make any other validation studies duri.ng
the current year of 1973. However, in the future we will either have to hire
consultants to make such studies for us, or staff this office so that it can
make its own studies in this area. Therefore appropriations will be necessary
in future years, as well as during the year 1973.
In view of these facts we ask you to transfer to our account from the con-
tingency reserve $5, 818. 00 which will allow us to contract for our phase
of the Patrolman study.
