WHEREAS , a previous council resolution (C.F. 255066 dated July 23, 1971)
established the Public Works Project Contingencies Fund and this fund was
established as part of the Permanent Improvement Revolving Fund.
WHEREAS , the City of St. Paul entered into an agreement with Barton-
Aschman Associates on March 27, 1972 to provide for the development of a
people circulation and distribution plan for the St. Paul Core Area and the
State Capitol Complex.
WAEREAS , the total cost of this agreement of $72,000.00 and other city
force work of $30,000.00, through C.F. 256866 dated December 29, 1971, was
to be paid out of special revenue fund 3205 to be financed from a federal
grant of $72,000.00 and $30,000.00 from the Public Works Project Contingencies
Fund.
RESOLVED, that the funding of these costs rema.in as set up in C.F. 256866
and that the Public Works Project Contingencies Fund therefore be used
separately and not in conjunction with the Permanent Improvement Revolving
Fund for this project.

The attached administrative order and council resolution are necessary
to straighten out the funding of the circulation and distribution project.
The Public Works Project Contingencies Fund is a necessary portion of the
financing of the project and the attached administrative order and resolution
authorize the use of this fund without setting up a project in the Permanent
Improvement Revolving Fund.
