442 Ashland in the City of Saint Paul and
situated upon those premises legally
described as Lot 1, Block 14, Woodland Park
Addition to the City of Saint Paul, according
to the plat on file and of record in the
office of the Register of Deeds in and for
the County of Ramsey, State of Minnesota.
WHEREAS pursuant to resolution, C. F. No. 259962, approved
October 26, 19�12 a public hearing was scheduled for 10:00 a.m. on
November 16, 197�L before the Council of the City of Saint Paul,
said hearing pertaining to the condition of the structures located
at 442 Ashland, Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said hearing consisting of
photographt�� inspection reports and the recommendations of the
Btxil�ding �J�paxtment� it is f ound and dete�mined by the Gity Council
that accordir�g to t�ie_arecords and files in 'the"o�f ice of the
Register of Deeds, the �ast recard owner of the above described
property is Stephen L. Brown and Mortgage Associates is the
mortgagee, and that there are no lien holders of record; and that
it is further determined that the above described buildings consti-
tute hazardous buildings within the definition of Minnesota
Statutes Section 463.15 for the following reasons:
a. The building is standing vacant, abandoned
and is subject to being entered by unauthorized persor.s;

b. The exterior condition of the building is
as follows: The chimney on the house is eroded, the
cornice is rotten and deteriorated. Boards are
missing. The roof is deteriorated. The porches have
rotten steps and roof boards. The exterior trim has
deteriorated and the basement mortar joints are eroded.
The mortar joints and the limestone foundation are
eroded, which contributes to a weakened foundation.
The basement floor elevation is below the base of the
foundation walls causing an insecure foundation. The
northwest corner of the foundation is in a weakened
condition;
c. The interior condition of the building is
as follows : The floor joists have been cut off in some
areas without proper bracing. The first floor kitchen
has been damaged extensively by fire. The second floor
and the back stairway are also fire damaged. Ceiling
plaster has fallen due to water dama.ge from the fire.
Paint is blistered and peeling throughout the building.
The plumbing system has been vandalized and there is
illegal plumbing;
d. The building in the above condition is beyond
reasonable repair;
e. The building is unfit for human habitation in
its present condition and the above corrections must be
ma.de in compliance with the Building Code and the Housing
Code of the City of Saint Paul in order to make the same
habitable;
f. The building constitutes a nuisance and a hazard
to the public health, safety and welfare because of its
physical damage, dilapidation and inadequate ma.intenance;
g. The garage at the rear of the lot is in a
deteriorated condition. The roof boards are rotted and
stucco is falling off the walls. The garage doors are
broken;
now, therefore, be it
RESOLVED, that in accordance with Minnesota Statu�es Sections
463. 15 through 463.26, and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby make
the following Order:
ORDER
1. The owner of the above described buildings shall make the
same safe and not detrimental to the public peace health safety
and welfare by ha.ving the said buildings razed an�. the ma�erials

therefrom removed from the premises within thirty (30) days from
the date of the service of this Order;
2. Unless such corrective action is taken to comply with this
Order or an answer served upon the City of Saint Paul and filed in
the Office of the Clerk of the District Court of Ramsey County,
Minnesota, within twenty (20) days from the date of the service of
this Order, a Motion for Summary Enforcement of this Order to raze
and remove the said buildings will be ma.de to the Ramsey County
District Court;
3. In the event that the buildings are to be razed by the City
of Saint Paul pursuant to judgment of the District Court, all personal
property or fixtures which may unreasonably interfere with the razing
and removal of these buildings shall be removed within ten (10) days
from the entry of judgment; and if not so removed, the City of Saint
Paul shall remove and dispose of such personal property and fixtures
as provided by law;
4. If the City of Saint Paul is compelled to take any corrective
action herein, all necessary costs expended by the City will be
assessed against the above described real estate and collected as
other taxes; and- be it
FUR.THER RESOLVED, that a certified copy of this resolution
and incorporated Order herein be served upon the last record owners
of the above described property in the manner provided by law

Honorable Council:
The Bureau of Public Buildings is hereby submitting its report on
the condition of the structures at the location referred to above.
The owner of record is Steven L. Brown.
The legal description of the property is Lot 1, Block 14, Woodland
Park Addition.
The 3auildings are a 3 story 28 ` x 51 ' frame multiple dwelling and a
18' x 20 ' frame garage.
The chimney on the house is eroded. The cornice is rotten and deter-
iorated. Boards are missing. The roof is deteriorated. The porches
have rotten steps and roof boards . The exterior trim has deteriorated
and the basement mortar joints are eroded.

The Housing and Redevelopment Authority does not intend to acquire
this property before April of 1973.
The subject property has been boarded up by the owner since August
10, 1972.
Inasmuch as the dilapidated condition and physical damage outlined
above constitute a public hazard and the owner has made no attempt
to satisfactorily repair the damage despite our warnings , and the
continued vacant and boarded up condition contributes a blighting
influence on the neighborhood, it is the recommendation of this bureau
that this matter be referred to the City Attorney's office for razing
and removal through District Court proceedings.
