An ordinance amending Ordinance No. 3250, entitled:
�'An administrative ordinance relating to the Civil
Service Bureau of the City of Saint Paul, approving and adopting
rules and regulations therefor, "
approved August 20, 1914, as amended.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
"Section 1. That Ordinance No. 3250, approved August 20, 1914,
as amended, be and the same is hereby further amended by striking out
of Section 6, where it appears in Grade 35 under the heading Police Group,
the title �Police Lieutenai�.t, and by inserting said title in Grade 38 under
the heading Police Group.
Section 2. This ordinance shall take �ffect and be in foree on the
first day of the first payroll period following thirty days after its passage,
approval, and publication.

In response to your request for review and comment
upon Council File 260257, please be advised that the
Office of the Mayor supports and recommends adoption of
the ordina.nce regrading the starred position of police
lieutenant from Grade 35 to Grade 38 in the Civil Service
classification system. We have reviewed the c�ass
specifications and job duties of the various police per-
sonnel, consulted with the department, the Civil Service
Commission and the Civil Service staff and have determined
that the upgrading should be ma.de on the basis of equal
pay for equal work.
In reviewing the objections of the department to
this upgrading we find them to be based ma.inly upon the con-
cern that it will result in a proliferation of similar
demands. For example, while the detectives are currently,
through litigation, seeking an upgrading we feel there is
no relationship between that request and the adoption of
Council File 260257. Determinations of this nature should
not be based on considerations of what may occur in other
classification areas, but should be based on a determination
of the merits of the particular request for upgrading.
We, therefore, recommend that the ordinance take effect
as proposed and that the starred lieutenants be utilized to
perform the job duties of a uniformed lieutenant.
