THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
5ection 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts and Rezoning of certain prop-
erties in the City of Saint Paul, as amended, be a1d the same
is hereby further amended so as to rezone the following des-
cribed property from "B" Residence District to "C" Residence
District, to-wit:
All that part of the following des-
cribed tract: Lots Three (3) through
Six (6) , inclusive, and the North half
(N.1/2) of Lot One (1) and Two (2) ,

Dear Sir:
This is written in response to the petitions of the Housing
and Redevelopment Authority to rezone property located on the south
side of Central between Arundel and Western and property located on
the south side of St. Anthony between Arundel and Western. These
properties are further described by the legal descriptions on file.
These matters were heard at the October 5, 1972, Board of
Zoning public hearing at which time the Board noted no one was
present either supporting or in opposition to the petitions and
questioned whether the matters should be considered at that time.
The staff stated that it understood both parcels in question
are proposed to be part of an entire block to be developed. The
staff said the rest of the block was rezoned by the Authority previously.
The Board noted that there was only one private property
owner within 200 feet of the subject parcels and heard a motion to
recommend approval of both matters. The motion was seconded and
carried by a vote of 4 to 0.

A. SUFFICIENCY: In a letter dated August 17, 1972, the Department of Finance
declared the petition sufficient with the owners of 18 parcels out of
19 eligible parcels having signed the petition.
B. HISTORY: There is no zoning history for this specific site. The rest of
the block was rezoned from Commercial and "B" Residential to "C" Residential
on December 5, 1970.
C. PROPOSED USE: The petition declares the proposed use �to be a privately
sponsored moderate income housing facility. .
D. FRONTAGE AND AREA: The site has a frontage of 39.5 feet on Central Avenue
and a depth of 132.25 feet for an area of 6,223.88 sq, ft.
E. AREA ZONING: The rest of this block is zoned "C" Residential as is a lot on
the northeast corner of Arundel St. and Central Ave. The remainder of the
area northeast of the site is "B" Residential to 1/2 block south of Aurora
Ave. Beginning 1/2 block north of Aurora Avenue is a Light Industrial
district along University Avenue. A Commercial district exists on the north-
east corner of Western and Central and extends to the east side of Western
Avenue to Virginia Street and southward to St. Anthony Avenue.
F. COMPREHENSIVE PLAN: The Comprehensive Plan called for a school on this
block with an active recreation use which would extend to the block north
of Central as well. It recommended that Western Avenue be a collector street
with semi-public and commercial uses on the east side of Western where these
uses now exist.
G. SITE CONDITIONS: The site is occupied by a plain, cement block structure
which is newer than the structures which had existed on this block until
recently. This structure was apparently built as a church, but appears to be
occupied by the American Indian Movement offices.
H. AREA CONDITIONS: The rest of the block is vacant. The two blocks north of
the site are mostly vacant, while the blocks westward are largely developed
with mixed residential buildings usually less than 10 units.

8. STAFF INVESTIGATION & REPORT: Date: September 29, 1972 By: PLR
A. SUFFICIENCY: In a letter dated August 16, 1972, the Department of Finance
declared the petition sufficient with the owners of 89% or 8 parcels out of
9 parcels eligible having signed the petition.
B. HISTORY: There is no zoning history for this site. The Highway Department
had owned it but conveyed it to the City.
C. PROPOSED USE: The petition declares the proposed use to be a privately
sponsored moderate income housing facility.

D. FRONTAGE AND AREA: The site has a frontage of 158 feet along St. Anthony
Avenue and a frontage of 50 feet along Western. It is a triangularly-shaped
parcel with an area of 7,900 Sq.Ft. �
E. AREA ZONING: Most of the block north of this site is zoned "C" Residential
as is a lot on the northeast corner of Arundel St. and Central Ave. The
remainder of the area northeast of the site is "B" Residential to 1/2 block
south of Aurora Ave. Beginning 1/2 block north of Aurora Avenue is a Light
Industrial district along University Avenue. A commercial district exists on
:- the northeast corner of Western and Central and extends to the east side of
Western Avenue to Virginia Street and southward to St. Anthony Avenue.
F. COMPREHENSIVE PLAN: The Comprehensive Plan called for a school on this site
with an active recreation use which would extend to the block north of
Central as we11. It recommended that Western Avenue and St. Anthony Avenue
' be collector streets with semi-public and commercial uses on the east side
of Western where these uses now exist.
