RESOLVED, That American National Bank and Trust Company
be and hereby is granted a permit to install a drive-up
banking facility on property located on the northeast corner
of Sixth and Minnesota, more particularly described as follows :
All of Lots 9, 10, 11, 12 and 13,
Block 4, City of St. Paul;
all in accordance with plans dated Received October 4, 1972;
subject to the condition that said applicant-permittee, and
its successors and assigns, shall make due compliance with all
applicable provisions of municipal ordinances, state statutes
and rules and regulations of public authorities having
cognizance.

This is written in response to the application of American
National Bank and Trust Company for a permit to install a drive-up
banking facility on the northeast corner of Sixth and Minnesota.
This property is further described as follows:
All of Lots 9, 10, 11, 12 and 13, Block 4, City
of St. Paul.
This matter was heard at the October 5, 1972, Board of
Zoning public hearing at which time the staff said revised plans
meet design standards.
The Board heard a motion to recommend approval which was
seconded and carried by a vote of 4 to 0.

8. STAFF INVESTIGATION & REPORT: Date: September 29, 1972 By: PLR
A. HISTORY: The original permit for this facility was granted in 1958. A permit
for a 16-car parking lot on the site was also granted in 1958 .and in 1966 a
28-car permit was granted. In April, 1972, a permit for the proposed T.C.F.
parking lot and underground ramp was granted.
B. AREA ZONING: A Light Industrial district begins one block north of the site.
The rest of the area is zoned Commercial.
C. PURPOSE: The purpose of this application is to add a remote TV teller unit.
This will result in a wider curb cut and the moving of a row of parking stalls
so their maneuvering area will be on the alley. This arrangement has the
approval of the Traffic Engineer.
D. DESIGN STANDARDS: Revised plans meet design standards .
E. FRONTAGE AND AREA: The pa rcel has a frontage of 150 feet along Minnesota Street
and 180 feet along 6th Street for an area of 27,000 sq. ft.
F, TRAFFIC ENGINEER'S REPORT: The Traffic Engineer recommends approval of the plan.
G. SITE CONDITIONS: The site is developed as a drive in banking facility and
parking lot.
H. AREA CONDITIONS: Adjacent to the east is excavation activity for the T.C.F.
building. South across 6th Street is parking for the present T.C.F, building .
and construction of the Transamerica Building. Ac�oss Minnesota Street to the
west is a vacant block. The remainder of the subject block to the north is
the American National Bank Building. '

The American National Bank and Trust Company currently operates
three manned teller drive-up windows on this site . One of the
windows is operated from within the walk-up facility, while the
other two have individual teller booths . The customers enter
the facility off of East Sixth Street and exit on Minnesota Street.
We would like to add one additional drive-up window for the con-
venience of our customers . We feel this addition will cut down
the occasional traffic backup, which occassionally exists on East
Sixth Street. The new window will enable us to "stack" more cars
within the waiting area, and to process the flow of traffic faster.
In order to operate the fourth teller window, we need an additional
curb cut of approximately ten feet. This , of course, will be a
temporary curb cut, since we contemplate moving into our new
drive-in facility at the southeast corner of Sixth and Minnesota
Streets approximately January 1, 1974 . Pedestrians using the side-
walk on Minnesota, adjacent to our drive-up facility, will have
ample visibility, because it will not be necessary to construct a
teller booth, since we will operate the window with remote equipment .
The alley, which is shown north of our parking tract, normally is
blocked off at Minnesota Street and, therefore, does not create an
additional pedestrian hazard.

Attached you will find our application for a Special
Use Permit to increase the size of our current Drive-Up
banking facility.
It is most imperative that we attempt to determine
whether or not permission will be granted for the addi-
tional curb cut as early as possible, since we need to
make a commitment to our equipment supplier. We will
be most pleased to cooperate with you in any way possible
to bring this matter to a rapid conclusion.
For your information we did visit with the traffic
engineer's office, and they indicated they would give
their approval to our reauest, since they felt it would
alleviate the sometimes current traffic congestion on
Sixth Street.
