WHEREAS, the Port Authority of the City of Saint Paul
and the Northern States Power Company, a Minnesota corpora-
tion, are proposing an agreement for the construction and
installation of a coal wharf port facility and the operation
thereof in the Red Rock Industrial Development District
pursuant to the terms and provisions of Minnesota Statutes
Chapters 458 and 474; and
WHEREAS, upon notice and publ�.cation the Port Authority
of the City of Saint Paul did conduct a public hearing on
October 17, 1972, at which hearing all interested partici-
pants and taxpayers in the port district both for and against
the project were allowed to state their views; and
� WHEREAS, the Port Authority has investigated the terms
and conditions of the proposed coal wharf facility, the
proposed use of the property, including the relationship of
the proposal to the general plan of economic development,
the economic need for such a facility, the impact of such
facility on area commeree, the overall effect on the future
development and general welfare of the distri�ct and such
other terms and conditions as are set forth by the Port Authority
as its guide in determinfng �if a proposal is in the best
interests of the district and the public;and
WHEREAS, the Board of Commissioners of the Port Authority
has found,determined and declared that it is in the best
interests of the port district, the people thereof and in
furtherance of the general plan of industrial development to
construct and operate the coal wharf terminal facility in
accordance with the proposal on file at the off ice of the
Port Authority; and

WHEREAS� it was further determined that the project
will allow companies to utilize substantially greater
quantities of low sulphur fuel in their operations,
thereby reducing significantly the emission of pollutants
in the air and complying with the provisions of the air
quality standards set forth by federal air qua.lity
legislation and regulations of the Minnesota Pollution
Control Agency; and
WHEREAS, it was further determined that the project
is consistent and in conformance with comprehensive land
use plans developed and adopted by the City of Saint Paul
and its Council; now, therefore, be it
RESOLVED� By the Council of the City of Saint Paul:
1. That it hereby expresses its support and approval
of the project as proposed as being in the best
interests of the Port Authority district and the
citizens of the City of Saint Paul and consistent
with the comprehensive land use plans adopted by
this Council.
2. That all agencies and departments of government
are hereby urged to authorize the necessary
permits and authorizations for the completion of
the project as proposed.

RESOLUTION ON THE COAL WHARF AS
PROPOSED BY THE PORT AUTHORITY OF SAINT PAUL
WHEREAS, a constant and adequate supply of electric power is
vital to the continued existence anc� grota�.h of Saint Paul area
business and industry, and the continued economic growth of the entire
community of Saint Paul, and
WHEREAS, certain air emmission staadards that must be met may
jeopardize the ability of area power plants to supply sufficient
quantities of electric power to the community, and
WHEREAS, the proposed coal wharf will provide area power plants
with adequate supplies of low sulfur content fuel thereby providing
reasonable means of ineeting air emission standards while generating
sufficient electric power to meet the needs of the community of Saint
Paul and its area busi'ness and industry,
BE IT RESOLVED that the Saint Paul Area Chamber of Commerce does
hereby support and endorse the construction of the coal wharf facility
as proposed by the Port Authority of the City of Sa.int Paul, and authorize
the staff and the appropriate committees of the Chamber of Commerce to
communicate this resolution to the appropriate parties in it's behalf.
Passed unanimously by the Board of Directors of the Saint Paul
Area Chamber of Commerce on October 24, 1972.
