WHEREAS, the St. Paul City Council has long advocated and supported
legislation to remove the railroad industry from the gross earning tax and
make the railroads subject to ad valorem taxes, and
WHEREAS, a substantial amount of our tax base is in the exempt
utility classification, and
_ WHEREAS, the City has continuously provided needed services to the
railroads and other exempt utilities, and
WHEREAS, these costs have been singularly borne by St. Paul taxpayers �
without direct reimbursement, so
THEREFORE, BE IT RESOLVED that the St. Paul City Council actively
support and pursue the necessary changes in the Minnesota State Constitution
and Minnesota laws that would allow the Legislature to authorize local units
of gover�ent to receive property taxes from railroads and privately-owned
utilities,
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded
to each member of the Ramsey County Legislative Delegation.
