WHEREAS, The Com�rehensive City Demonstration Program, herein-
after referred to as 'Comprehensive Program" for the Model
Neighborhood for the City of Saint Paul was approved by Resolution
of the Council of the City of Saint Paul, and a Grant Agreement
(ME-22-003) with the United States of America was entered into
providing for Federal financial assistance under Title I of the
Demonstration Cities and Metropolitan Development Act of 1966; and
WHEREAS, Submission to the Secretary of Housing .and Urban
Development� hereinafter called the "Secretary'; of a proposed
Second Year Action Progra.m, amending the said Comprehensive Program,
was authorized by Resolution No. 259447, approved August 11, 1972;
and
WHEREAS= The Secretary ha.s approved a Second Year Action Pro-
gram and has tendered an amended Grant Contract and revised Grant
Budget providing for an additional Grant; now, therefore, be it
� RESOLVED, By the Council -of the City of 5aint Paul, that the
- � Second Year Action Program, which is attached hereto and ma.de a
"`� part hereof, including the projects and activities described herein
and set forth in the amended Grant Contract and revised Grant Budget
tendered by the Secretary, excepting from said Second Year Action
Program the following specified projects, is hereby approved, and
� the Comprehensive Program is deemed amended thereby. The projects
set forth below and excepted hereby from the Second Year Action
Program sha.11 not be considered a part of the Second Year Action
Program unless and until the Council of the City of Saint Paul
shall by subsequent resolution specifically authorize the approval
of said pro j ects:

The Mayor of the City of Saint Paul is authorized to accept
the amended Grant Contract and revised Grant Budget, which is
attached hereto and ma.de a part hereof.
The Ma.yor and Council of the City of Saint Paul are to assume
full responsibility for assuring that all Grant funds will be used
in an economical and efficient ma.nner in carrying out the Compre-
hensive Program, as amended, and assures the necessary non-Federal
share of the cost of program administration.
� The Mayor of the City of Saint Paul is authorized to do all
things necessary to carry out the Comprehensive Program, including
the submission of such reports, certifications and other materials
the Secretary shall require and the approval from time to time of
revisions in the Grant Budget, including revisions which increase
the total Federal Grant and the necessary non-Federal share of the
cost of public administration in accordance with local law and
the rules and regulations promulgated by the Secretary.
T�:e Head of the Department of Fina.nce and Ma.nagement Services
or his successor or delegate ma.y do all things required to be done
in order to obtain payment of the Grant, including but not limited
to the selection of a commercial bank to receive payment vouchers,
the submission of signature =;specimens, and the filing of requests
for payment; and be it

contribution to the Model Cities Second Action Year Program from
available City resources is the rema.ining budgeted funds for tha.t
purpose (Fund 35, Activity 0962) in the 1972 City Budget and the
1973 budgeted amount of $114,000.00 (Fund 09110) .
