RESOLVED, That the City Couneil concurs in the action of the Purchasing
Comonittee in the award of a contract on an emergency basis as a result of
telephone quotationa to BOR-SON CON3TRUCTION COMPANY, INCORPORATED the lowest
bidder for repair work on the existing sidewalk in front of Stem Hall o� 4th
Stre�t where the underlying support for the sidewa� has deteriorated to auch
aa extent im�nediate replacement is deemed necessary. The amount of contract
is $3,540.00. The Corporation Gounsel is hereby directed to draft the proper
form of contract and obtain the necessary performance and payment bonds. The
proper City officials are hereby authorized to execute said contract on behalf
of the City of Saint Paul.
The work, as indicated above, is considered an emergency due to the fact
th�t the concrete on the underside of the sidewalk has deteriorated and
spalled off to depths of 1-1/2" to 3". The reinforcing bars are exposed and
same of them have rusted away. It appears that a concrete topping was poured
on the original sidewalk a few yeara ago which has added more dead load to the
eCructural slab. This area of sidewalk is potenCially hazardoue under truck
wheel loads and does not meet the 300 pound per equare foot live load required
by the present building code.
The Architects report indicstes that the walk is in danger of eminent collapse.
