Council President Rosalie Butler
Honorable Members of the City Council
Dear Council Members :
It has been brought to my attention that a lrs .
Rose Karas will appear before you Thursdy , October 5
regarding a request for a special use permit , the apparent
purpose of whi_ch is to allow use of city property for a
driveway connected with a building on property owned by
the Karas ' .
Attached is a report from J. ailliam Donovan,
Valuation Engineer, regarding an inves'igation of rules
for such a permit rade by our Public Torks Department .
Also enclosed are` maps of the requested area and other
details .
Provided certain conditions are met , no objections
have been listed by the Public Works Department or the U. S .
Army Corps of Engineers , which is involved because of concern
about flood control .
' I hope this correspondence will assist you in making
whatever determination you see proper .

Mrs. Karas has informed me she would like to appear before the City Council
to more fZ1.1.y explain the proposal.
It should be pointed out that the property was candemned fox flood wall
purposes and the driveway should be under strict scrutiny by the Department
of Public Warks so that it will in no way interfere with the flanction and
maintenance of the r l003 LJall. .
