THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. ?607, approved February 13,
1935, as amended, be and the same is hereby further amended by striking
out the specifications for the title Chief Utilities Znvesti.gator, and by
substituting in lieu thereof the following statement:
(This title is abolished except as to present i.ncumbents. )
Section 2. That said ordinance, as amended, be and the same
is hereby further amended by �nserting in its proper alphabetical order
the followi.ng title, and specifications for

Dear Sir:
The attached two ordinances, approved by the Civil Service Com-
mission at the meeting of October 30, 1972, make the necessary
changes as set forth in the attached explanation.
We respectfully request that you submit this ordinance to the City
Council for approval.

The attached two ordinances provide for abolishing the title of Chief
Utilities Investigator at the time when the present incumbent retires.
It also establishes a new title of Director of Pollution CoAtitol and
provi.des for putting this title into Grade 50 i.n the professional service.
The employment specifications provide that this title henceforth will be
filled by a professionally trained person and obviously would call for an
increase in salary.
The Civil Service Commission has recommended Grade 50 for the
following reasons:
1. It would appear that at the present time the duties and responsibilities
of this position would be equivalent to other titles in this grade.
2. It is the opinion of the Civil Service Office that we would be able to
recruit in the salary range attached to Grade 50.
3. The following tabulation shows the increases that evolve in placing
this title in Grade 50 under the professional group instead of in
Grade 38 under the subprofessional group where the present Chief
Utilities Investigator is graded:
