� RESOLVED, by the Council of the City of Saint Paul , Minnesota,
that the Housing and Redevelopr� nt Authority of the City of Saint Paul ,
Minnesota, having determined that it is necessary and desirable to carry
on certain Neighborhood Development Program redevelopment activities ,
including the acquisition of certain real property in the Summit-
Uriiversity Rrea� Minn. A-1-1, the West Midway-South St. Anthony Park
Area� Minn. A-1-2, the Thomas-Dale Area, Minn. A-1-3, the Central Core
Area, Minn. A-�1-5; the Seven Corners Area, Minn. A-1-6� and the West
Seventh Street Area, Minn. A-1-7 , and having presented to the Gouncil
a Neighborhood Development Program Application for the Year i973-19'74,
together with a relocation plan and a financial plan� and having pre-
sented for Council consideration Redevelopment Plans for each of the
aforesaid Project Areas , all of which documents are on file in the
Office of the City Clerk and the Offices of the Housing and Redevelop-
ment Authority of the City of Saint Paul , Minnesota subject to the
inspection during regular business hours , by any interested persons ;
that pursuant to Section 462. 521 of Minnesota Statutes , the Council
hereby determines and provides that it shall hold a public hearing
on said Redevelopment Plans and the redevelopment project aetivities
therein proposed for the Summit-University, West Midway-South St.
Anthony Park, Thomas-Dale , Central Core , Seven Corners and West
Seventh Street Project areas , and the land acquisition and ather
activities thereby proposed, which hearing shall be held before
Council , in the Council Chambers of the Court House in the City of
Saint Paul , Minnesota, on the 22nd day of January, 1973, at 7 :00 P.M. ;
that upon said public hearing, this Council shall consider whether
said Redevelopment Plans and the redevelopment projeet activities
thereby proposed shall be approved, and among other� things , determine
whether or not this Council ' s Resolution at said hearing to be con-
sidered shall be a.dopted approving said Redevelopment Plans and said
project activities for Neighborhood Development Program, Action Year
V, permitting the Housing and Redevelopment Authority of the City of
Saint Paul , I�Iinnesota to undertake said project activities under the
authority of State and Local law with Federal financial assistance

provided under Title I of the Housing Act of ig49, as amended, and
the Minnesota Municipal Housing and Redev�lopment Act, Chapter 487 ,
Laws 194'7 , as amended; to acquire land in said Project Areas, to
demolish or remove buildings and improvements ; to install� construct
or reconstruct streets , utilities � parks , playgrounds and other
project improvements , to make land available for redevelopment by
private enterprise or public or non-profit agencies as authorized
by law, and among other things , in connection with the consideration
of said Resolution, the Council will determine and make findings
accordingly upon the questions of whether or not (1) the financial
aid to be provided in the Federal fundirrg agreement is necessary to
enable the project to be undertaken in accordance_ with the hereinbe-
fore described Redevelopment Plans ; (2) the Redevelopment Plans will
afford maximum opportunity, consistent witli the sound needs of the
locality as a whole, for the r-ehabilitation and redeve•lopment of the
Neighborhood Development Urban Renewal Areas by private enterprise ;
(3) that the aforesaid Redevelopment Plans co�form to the Gen.eral
Plan for the development of the locali�y as a whole ; (4) the land
in the aforesaid Projeet Areas would not be made available witYrout
� t�re financial assistance and governmental uMdertakings to be provided;
and (5) the aforesaid Redevelopment Plans give due consideration to
the provisions of adequate park and recreat-ional areas and facilities
as may be desirable for neighborhood improvement and community develop-
ment, with special considera�Dn for the health, safety, and welfare
of children and the public as a whole, residing in the_ general vicinity
of the sites of the Project Areas and 'the community as a -whole covered
by the aforesaid Plans , and be i,t ___
FURTHER RESOLVED� that not less than ten (10) days prior to the
date of said public � hearing, the City Clerk shall cause published
notice of the same to be given in a newspaper of general circulation
in said City of Saint Paul at least once and not less than ten (10)
days prior to the date of said hearing.

Dear President and Members of the Council :
Request is hereby made that the Council set a date for public hearing upon the Neighborhood
Development Program for Year V commencing May 1 , 1973 and ending April 30, 1974. The
Authority Board and staff together with the several Project Area Committees and their
staffs have spent the last several weeks in reaching general agreement on the Year V
Program proposals. The Program will be heard by the City Planning Board on January 9,
1973.
The date for submission of the program application and request for Federal funding is
January 31 , 1973. Accordingly, I would suggest a hearing date for Monday, January 22,
to be held in the Council Chambers at 7:00 p.m. , to enable participation by PAC members.
Request is further made that the City Clerk be instructed to cause a notice of hearing
to be published in a newspaper of general circulation in St. Paul in accordance with
statute.
