This is written in response to the application of People, Inc. for a permit
to operate an existing halfway house on property located on the north side
of Hewitt between Snelling and 'Fry. This property is further described as
follows:
Lots 8 and 9, E. C. Long's Rearrangement of part of Block 6,
College Place, Taylor's Addition.
This matter was heard by the Board of Zoning on April 18, 1974, at which time
the staff report was given.
Mr. Ernest Cutting, representing the application, presented a petition signed
by 14 residents of the community who felt this program was a valuable contribution
to the com�unity. He said t�his is a program for people who are recovering from
mental illness. Most of these people receive public assistance and do not have
cars. He said they have no record of disturbance in the nei.ghborhood.
Neighbors appeared in opposition stating they have had problems with the residents.
They said their children are afraid to walk by the house. The neighbors were
told that most of the problems they were talking about were caused by the
fraternity house across the street.
A motion was made to recommend approval of the_permit recognizing that future
conditions may require that more restrictions be placed on group home facilities.
The motion was seconded and carried unanimously.

A. HISTORY: There is no zoning history for this site. \ �
B..AREA ZONING: The area is predominantly "B" Residential. The west side of Snelling
south of Pierce Butler Route is "C" Residential, as are 3 small lots on Hubbard.
Snelling south of Englewood is zoned Commercial. ' �
C. FRONTAGE AND AREA: The site has a frontage of 102.5 feet on Hewitt and a depth of
179.85 feet, for an area of 18,434.63 square feet.
D. STANDARDS: The Department of Housing and Building Code Enforcement established that
halfway houses are allowed in a "C" Residential or lower district and requires
a Special Use Permit. This facility would require 18z off-street parking spaces.
There are none provided.
E. PROPOSED ZONING CODE: The area is proposed to be zoned RT-1. This facility would
be an allowed use in this district. The facility currently houses 22 residents.
The proposed Code would allow 24 residents maximum.
F. SITE CONDITI�NS: The site is developed with two very large older homes connected
by a walkway. .
G. AREA CONDITIONS: The area west of Snelling is primarily developed residentially.
The area to the east is developed with Hamline University� residences and a stadium.
