Resolution Approving Sales Tax Revitalization (STAR) Year Round Loan and Grant Funds,
and a Neighborhood Investment Initiative Program Grant for Lasting Impressions Child Care
Learning Center
WHEREAS, on September 28, 1994, the City Council of the City of Saint Paul estabiished the
Neighborhood Sales Tax Revitalization (STAR) Program, C.F. 94-1127; and
WHEREAS, the Neighborhood STAR Program is financed in accordance with Minnesota Statutes,
Chapter 297A, authorized by the State of Minnesota, Chapter No. 375, Sec.46; and
WHEREAS, the purpose of the Neighborhood STAR Program is to fund capital improvements to
further residential, commercial and economic development in the neighborhoods of St. Paul; and
WHEREAS, the Planning Commission, Capital Improvement Budget Committee, Neighborhood
STAR Board, and city staff have provided input into the review and selection process; and
WHEREAS, on December 11, 2002 the Neighborhood STAR Board reviewed a request from the
Associates for Child Development, Inc. for a$37,500 loan and a$12,500 grant through the STAR
Year Round Program and a$23,500 grant from the Neighborhood Investment Initiative Program;
and
WHEREAS, the STAR funds will be used for lease hold improvements, playground equipment, and
other relocation expenses; and
WHEREAS, the Neighborhood STAR Board and PED Staff have reviewed the proposal, and have
recommended approval by the Mayor and the City Council; now, therefore be it

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby
approves the changes as listed below to the 2002 STAR spending budget.

Lasting Impressions Child Care Learning Center is opening in January in Ward 4. Funds aze needed fpor the
rehabilitaflon of an officve building and for an outdoar playground. The match will be on a 13 basis.

I am happy to announce that Associates for Child Develeopment, Inc. has been
recommended to receive $23,500 through the City's Sales Tax Revitalization (STAR)
Neighborhood Investment Program to make lease hold improvements and create a piay
area for Lasting impressions Child Care Learning Center.
Approved as part of the 2000 ciry budget, the Neighborhood Investment Program
provides funds to be used for capital improvement projects in each of the city's seven
wards. Your project has been recommended to the STAR Board to receive assistance.
As the financing is provided through the citys STAR program, you will need to enter
into an Agreement with the City, and provide evidence of at least a one for one match
of city dollars.
