WIIEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital (Cultural
STAR) Inveshnent Program, and
WIIEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent sales tas
on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A, authorized by the State
of Minnesota, Chapter No. 375, Sec. 46, and
WHEREA5 the purpose of the Cultural STAR Program is to fund projects that further cultural and visitor activities,
and
WIIEREA5, the Cultural STAR Board has completed a review of a proposal for the City to contract with Partners for
Livable Communities to assist in the development, planning and implementation of the 2003 Creative Cities
Conference in Saint Paul, and
WHEREAS, the aforementioned proposal does not represent a Business Subsidy as defined by Minnesota Statutes,
Chapter 116J, now, therefore, be it
RESOLVED, that the City Council hereby approves a grant in the amount of $70,000 from the Cultural STAR
Program to Pazmers for Livable Communities to assist in the development, planning and implementation of the 2003
Creative Cities Conference, and be it
FURTHER RESOLVED, that the Council approves the budget amendment per E�ibit A which reflects those funding
recommendations.
