An Administrative Ordinance approving the
terms and conditions of a collective bargaini.ng
agreement between the City of Saint Paul and the
Saint Paul Profe s sional Employee s As sociation,
"White Collar" Supervisory Unit,representing the
"White Collar" Supervisory employees of the City
of Saint Paul.
WHEREAS, The Council, pursuant to the provisions of Section 12. 09
of the Saint Paul City Charter and the Public Employees Labor Relations Act,
recognizes the Saint Paul Professional Employees Association, "White Collar"
Supervisory Unit, as exclusive representative for those classes of positions
within the City of Saint Paul certified by the Bureau of Mediation Services
under Case No. 74-PR-207-A for the purpose of ineeting and negotiating the
terms and condi,tions,�"employment for all full-time personnel in the classes
of positions as �et f��th in the agreernent between the City and the exclusive
rep�esentatives hereinabo'tire, referenced.; and

. WHEREAS, The City through designated representatives and the
exclusive representatives have met in good faith and have negotiated the
economic terms and conditions of employment for the calendar year of 1974 '
for such personnel, as are set forth in the Memorandum of Agreernent between
the City and exclusive representatives; now, therefore
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN;
Section 1. That the Memorandum of Agreement dated as of the effective
date of this Ordinance between the City of Saint Paul and the Saint Paul
Professional Employees Association, "White Collar" Supervisory Unit, on
file in the office of the City Clerk is hereby approved, and the authorized
administrative officials of the City are hereby authorized and directed to
execute said agreement on behalf of the City.

Section 2. That all of the terms and conditions set forth in said
Memorandum of .f�greement shall take force and effect retroactively to
January 1, 1974, in accordance with the expressed intent and agreement
of the Council contained in Council File No. 262768 and 262851.
Section 3. That any other Ordinance, rule or regulation in force when
said agreement takes effect, inconsistent with any provision of the terms and
conditions of said agreement, is hereby repealed.
Section 4. That this Ordinance shall take effect and be in force thirty
(30) days after its passage, approval and publication.

have established a group life insurance program for their employees insured by
Minnesota Mutual Life Insurance Compax�y. The City and School District provide and
pay the premiums for $5,000 insurance for each employee; and
WHEREAS, The employees may at their option and expense sectare aa a�:��tional
a�mount of life insurance up to a maximum limit of $15,000 from the Minnesota Mut�ta7.

RESOLVID, That upon the recommendation of the Health and Welfaxe Insu��¢e
Advisory Comtnittee, the maximum limit of said optional life insurance be increased
to $�+5,000 for a total limit oY insurance available for an employee to $50,000; be

FURTHER RESOLVID, That this additional amount of insuran.ce, $30,000 over
the present limit, be issued at the same premium rate that applies to the initial
$15,000 insurance; but in b].ocks of $5,000 each arid subject to the underwriting

of the basic $15,000 optional coverage, be computeci on said excess in such a way as

RAYMOND J. HIRSCH, MARGARET LEE, AND
MRS. GEORGE SANDBERG
Claimant, Ra.ymond J. Hirsch, was involved in an accident
with a Saint Paul Department of Public Works vehicle on
December 28, 1973. Claimant, Milwaukee Insurance Company,
has subrogated rights to this claim. Liability is on
the part of the City. Expenses are for the repair to the
damaged Hirsch vehicle. This office approves the settlement
of the claim made by Milwaukee Insurance and Raymond J. Hirsch
- - in the amount of $400.33.
Claimant, Margaret Lee, requests reimbursement for property
damaged when police chased a robery suspect through her
yard on April l, 1974. Police fired at the suspect and a
stray bullet went through Mrs. Lee' s window. Liability is
on the part of the City. This office a.pproves the settle-
ment of Mrs. Lee' s cla.im in the amount of $14.74.
Claimant, Mrs. George Sandberg, requests reimbursement for
medical bills incurred as the result of Mrs. Sandberg' s
fall into a snow covered storm sewer. Liability is on
the part of the City. This office approves the settlement
of Mrs. Sandberg' s claim in the amount of $25.00.

SCHOOL DIS'TRICT N0. 625 TO Cf�11JSTRUCT, MAINTAIN AND OPERATE A
BUILDING ENCROACHING UPON TH`� FULL-WIDTH SEWER EASEMENT ON
VACATED CARROLL AVENUE BETWEEN MOORE STf�EET AND PRIOR AVENUE.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Sec tion 1 .
That permisston and authority are hereby granted to Independent School District
No. 625 to construct, maintain and operate a building encroaching upon the full-width
sewer eas�nent on vacated Carroll Avenue from a line 60 feet east of and parallei to
the east right-of-way tine of Moore Street to a line 178 feet east of and parallel to
the same said right-of-way line.
Section 2.
That the Director of Pubiic Works is hereby authorized to issue a permit to
Independent School District No. 625 for the eonstruction of said buiiding encroach-
ment, upon and subject to the follow�ng provisions, terms and conditions:
a. That the permittee shall replace, at its own sole cost and expense, the
existing storm and sanitary sewers to the satisfaction of the Public Works
Department in accordance with plans and speciflcations on fite with the
Department of Public Works under City Project No. S-1532;
b. That said permittee shall gtve one week's advance written notification of
the start of any construction to the Pubiic Works Construction Engineer
and shall aiso notify the Constructton Engineer when constructton is com-
plete to allow for final tnspection;
c. That said permittee shall pay the cost of publication of this ordinance
and all resolutions or ordinances passed in relation to this ordinance;
