263543 WHITE - CITY CLERK �6354`3 CANARY - DEPAR MENT COLII1C11 C BLUE - MAYOR GITY OF SAINT PALTL File NO. � � Council Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, The Comprehensive City Demonstration Program, hereinaf'ter referred to as "Carrrprehensive Pro�am", for the Model Neighborhood of the City of Saint Paul was approved by resolution of the City of Saint Paul, and a Grant Agreement (ME-22-003) with the United States of America was entered into providing for financial assistance under Title I of the Demonstration Cities and Metropolitan Development Act of 1966, which Comprehensive Program Grant Agree�nt was amended and an amended Grant contract and revised Grant budget providing for an additional Grant was received by the City and approved by City Council Resolutions 260139 and 261107; and WHEREAS, The United States of America, acting through its Secretary of the Depart- ment of Housing and Urban Development, has notified the City of Saint Paul that its Comprehensive Progr�arn will not be extended beyond the Second Action Year and that the Model Cities Projects and Budget have been extended through June 30, 1974, by City Council Resolution 261221, and are now f�rther extended through December 31, 1974; and W�S, The Department of Housing and Urban Developrr�nt has further notified the ( City of Saint Paul of an additional $250,000 grant allocation to assist in carrying out the transition strategy for the Saint Paul Ma�.el Cities Program, and the Office of the Mayor has prepared a revised prog�am and budget reflecting these transition strategies; now therefore, be it RESOL�VED, By the Council of the City .of Sa.int Paul, that the transition strategies and revised budget, which are attached hereto and made a part hereof, are hereby ap- proved, and the proper City officers are hereby authorized and directed to transmit the proposed chan�es to Corr�rehensive Program and Budget to the United States Depart- ment of Housit�g and Urban Development, and the proper City officers be and are hereby authorized to accept and execute on behalf of the City of Saint Paul Amended Grant Contract arxl revised Grant Budget as approved by the United States Department of Housing and Urban Developrr�nt. As you recall the budget reflecting these changes and the Model Neighborhood Planning Council motions approving them were submitted to Mr. Thomas Feeney, Director, HUD Area Office, on March 22, 1974, under your cover letter of concur•rence. Because of the delays involved in the review procedures we have since submitted a budget revision reallocating the slippage f�inds and are hereby submitting a budget reflecting both the slippage changes and the additional $250,000 grant (revision number four) . Approval of the revision utilizing slippage fl�nds is urgent because we are presently negotiating the contracts necessary to continue the Senior Citizens Pro�ects. SAINT PAUL MODEL CITIES i � 'I`ransition Plan for utilizing the additional $250,000 HUD allocation to the Saint Paul Model Cities Program. � Ra.tionale l. All recorrmiended projects received priority rating by the MNPC at the time that the transition strategy was develdped in March of 1973. 2. HUD has directed that the additional f�Znds be used only for bridging the gap between the termination of Model Cities and the availability of other revenue sources for projects which ha.ve a proven success record. 3. CDA monitoring and evaluation reports show that the recorrmended projects have a successful history of operation and when phased into other flznding will continue to improve quality of life in the Model Neighborhood. N�del Cities Health Clinic $180,000.00 One of the most successful Model Cities Projects, it is providing clinic services for over one-thousand residents per mpnth and is significantly affec- ting the Model Neigklborhood through its comprehensive and interrelated services and activities. This project continues to rate top priority with the MNPC and with residents in general. These additional funds will continue the Health Clinic through December, 1974. Title ni.neteen flands, pertaining to the Medicaid Program, , should be applied for and negotiated through the Ramsey County Welfare Department. 4, An irrur�ediate comnitment f`rom responsible elected public officials ' to an increasing flzndir�g responsibility for this clinic will be � required to better insure its continuation into the calendar , 1975 city budget. �, Senior Citizens Projects $50,000.00 Relatively new to the area of social services the Senior Citizens Pro- jects are receiving attention f;rom rnany sources. Proven a success within the Model Neighborhood, which has a higher than average proportion of senior resi- dents, these projects have gained the support of the Ramsey County Welfare � Board and are scheduled to be continued through requested Titles III, IV and VII of the Social Security Act. However, these f�u�ds will not cover the total cost of the project. Some Senior Citizens now participating in the project will be ineligible under the Title N-A guidelines. The additional Model Cities flznds will give the agencies adequate time to get additional funding from other sources and thereby continue the entire scope of services. - 2 - ` , , 26�54'3 . Nei.�,hborhood Justice Center $15,000.00 Although only in operation a fernr months this project has proven its ability to attract the respect of relevant public institutions. Handling ` a case load of over thirty-eight cases per month it has already relieved the case load of the Public Defender�s Office and has developed the support of the Bar Association. Thr�ugh able administration the current $15,000.00 of Model Gities flands has been used to attract $123,000.00 ma.tch in TFAA and other funds. The additional $15,000.00 will allow this project another year to develop an ongoing flznding procedure. Pro�ram Administration $5,000.00 Only partial flznding for program administration is included. A com- mitment is required on the part of the city to continue, at a minimLUn, the salaries for two professionals, or. one professional and para profes- siona.l, who would be responsible for project continuation and for the phase out of the Model Cities Prograrri on tYirough the expiration and audit of the Model Cities Project contracts. -3-
