263532 WHI7E - CITV CLERK 1 � PINK - FINANCE COU11C11 �635`3� BLUERY- M1IYORTMENT � GITY OF SAINT PAITL �File NO. � � � ncil Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, The Council of the City of Saint Paul recognizes the importance of encouraging economical energy use in individual Saint Paul homes and, WHEREAS, Project Ouroboros offers practical demonstration of energy-saving ideas in the complete redesign of the heating, lighting and sewerage systems of the existing house at 1020 Laurel Avenue and, WHEREAS, The Urban Laboratory, Incorporated is a non-profit corporation designed to test in an urban setting, new technologies which improve the quality of urban environments and, WHEREAS, The Science Museum of Minnesota has acquired title from the Housing and Urban Development office for the property at 1020 Laurel Avenue, Saint Paul , for the purposes of Pro�ect Ouroboros; and the University of Minnesota will perform technical experiments in the house and the Urban Laboratory will have the responsibility of demonstrating the project to the public and, WHEREAS, As a result of an agreement between the University of Minnesota and the Science Museum of Minnesota, in con3unction with the Urban Laboratory, Incorporated, students from the University of Minnesota School of Architecture and Department of Mechanical Engineering have designed and are constructing the low-energy retro- fittings in the house, including: 1) the application of flat-plate solar collectors to south facing elevation; 2) experiments in reinsulation; 3) energy-saving window design; 4) demonstrations of energy-efficient household appliances; 5) sewerage recycling and water recycling; 6) demonstration of urban food production from a greenhouse and backyard gardening; and 7) possible demonstration of wind-generated electri ci ty and, WHEREAS, The redesign of the house includes a first floor which �vill serve as a community information center and a basement which will serve as a workshop for citizens to construct their own energy-saving devices, COUIVCILMEN Requested by Department of: Yeas Biit.l!!i' Nays �t�►�.t.
