F. The building is standing vacant, abandoned and is subject to being entered by unauthorized persons; b. The exterior condition of the building is as follows: The two chimneys are deteriorated with bricks loose and missing. The foundation is cracked and falling. The sills and joists are decayed with dry rot; c. The interior condition of the building is as follows: The first floor has suffered severe fire damage. The second floor is completely gutted by fire. All partitibns are burned and broken. Three fourths of the roof has been burned, leaving the interior open to the elements. The electrical, heating and plumbing systems have been vandalized. The plumbing has been removed. The electrical syster� has been dis- con:nected and dama.ged by fire; d. The building in the above condition is beyond reasonable repair; e. The building is unfit for human habitation in its present condition and the above corrections must be ma.de in compliance with the Building Code and the Housing Code of the City of Saint Paul in order to make the sa.me habitable; f. Unless such., corrective action is taken to comply with th-is Order or an answer served upon the �ity of Saint Paul and filed in the Office of the Clerk of the District Court of Ramsey County, Minnesota, within twenty (20) days from the date of the service of this Order, a Motion for Stunmary Enforcement of this Order to raze and remove the said building will be ma.de to the Ramsey County District Court; 3. In the event that the building is to be razed by the City nf Saint Paul pursuant to judgment of the District Court, all p�ersonal property or fixtures which ma.y unreasonably inter- fere with the razin and removal of this building shall be removed within ten �10) days from the entry of judgment; and if not so removed, the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law; 4. The owner of record is Capitol Contracts Inc. The legal description of the property is Pt. of Lot 2, Block 6 , Nininger & Donnelly' s Addition. The building is a 28 ' x 65 ' frame two story dwelling. The H�using and Redevelopment Authority does not intend to acquire this property. Madam President and City Council January 29, 1974 �21 Inasmuch as the physical damage and dilapidated condition out- lined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the damage despite our warnings, and the continued vacant and boarded up condition contributES a blighting influence on the neighborhood, it is the recommendation of this bureau that this matter be referred to the City Attorney's office for razing and removal through District Court proceedings.
