upon those premises legally described

plat thereof on file and of record in
the office of the Register of Deeds in
and for the County of Ramsey, State of
Minnesota
WHEREAS pursuant to Resolution, C. F. No. 263295, approved
Ma.�ch 28, 19�J4, a public hearing was duly held on April 4, 1974,
at ;10:00 a.m. before the Council of the City of Saint Paul, said
he�ring pertaining to the condition of the structures located at
61 East Lawson, Saint Paul, Minnesota; and
� WHEREAS, upon the facts presented at the hearing consisting
of �photog�aphs, inspection reports and the recommendations of the
Div�ision of Housing and Building Code Enforcement of the Depart-
me t of Community Services it is found and determined by the City
Co ncil tha.t according to the records and files in the office of
th Register of Deeds, the last record owner of the above described
pr perty is the State of Minnesota and that Peoples Plumbing and
He ting Company has a mechanic' s lien on th e property; and that it
is further determined that the above described buildings are
ha�ardous buildings within the definition of Minnesota Statutes
Se¢tion 463.15 for the following reasons:
a. The buildings are standing vacant, abandoned
and are subject to being entered by una.uthorized persons;

b. The exterior condition of the building is
� as follows: The porches are rotten and sagging.
The chimney needs repairing and the roof is old
and leaking. The first floor joists and beams are
rotted and sagging;
, c. The interior condition of the building is
� as follows: The floors of both the first and second
, floors sag. The plaster is cracked and falling.
Window frames are rotten. The electrical, heating
and plumbing systems are in poor condition. There
is no central heat and space heaters have been removed;
d. The building in the above condition is beyond
reasonable repair;
e. The building is unfit for human habitation in
its present condition and the above corrections must be
, made in compliance with the Building Code �a.nd the Housing
Code of the City of Saint Paul in order to make the same
!� habitable;
, f. The building constitutes a nuisance and a hazard
� to the public health, safety and welfare because of its

physical dama.ge, dilapidation and inadequate ma.intenance;
; g. The shed in the rear of the property is in a

' RESOLVPID, That in accordance with Minnes ota Statutes Sections
463. 15 through 463.26, and based upon the foregoing findings of
th� City Council, the Council of the City of Saint Paul does hereby
ma. e the following Order:

ma.l�e the same safe and not detrimental to the public peace,

' 2. Unless such corrective action is taken to comply with
tha.s Order or an answer served upon the City of Saint Paul and
filed in the Office of the Clerk of the District Court of Ramsey
County, Minnesota, within twenty (20) days from the date of the
se�rvice of this Order, a Motion for Summary Enforcemerit of this
Or�er to raze and remove the said building and shed will be
ma. e to the Ramsey County District Court;
3. In the event that the building and shed are to be razed
by the City of Saint Paul pursuant to judgment of the District
Court, all personal property or fixtures which ma.y unreasonably
interfere with the razing and removal of this building and shed
sh�.11 be removed within ten (10) days from the entry of judgment;
and if not so removed, the City of Saint Paul shall remove and
di�pose of such personal property and fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any
co�rective action herein, all necessary costs expended by the
City will be assessed against the above described real estate and
collected as other taxes; and be it
FURTHER RESOLVED, That a certified copy of this resolution
and incorporated Order herein be served upon the last record
owners of the above described property in the manner provided
by law.

The Division of Housing and Building Code Enforcement is hereby submit-
ting it$ report on the condition of the structures at the location re-
ferred to above.
The owner of record is the State of Minnesota, Tax forfeited.
The leg�.l description of the property is Lot 6 , Block 15, Arlington Hills
Additio�.
The bui��ding is a two-story, 20 ' x 4Q' frame dwelling. The porches of
this dw�lling are rotten and sagging. The chimney needs repairing and
the roo� is old and leaking. The first floor joists and beams are rotted
and sagging.
The floors of both the first and second floors sag. The plaster is cracked
and faliing. Window frames are rotten. The electrical, heating and plumb-
ing systems are in poor condition. There is no central heat and space
heaters have been removed. The small shed in the rear of the property is
in a deteriorated condition.
The Housing and Redevelopment Authority does not intend to acquire this
property. Inasmuch as the inadequate maintenance, physical damage and
dilapidated conditions outlined above constitute a public hazard and the
owner has made no attempt to satisfactorily repair the damage despite our
warnings, and the continued vacant and boarded up condition contributes a
blightirig influence on the neighborhood, it is the recommendation of this
Bureau that this matter be referred to the City Attorney' s office for raz-
ing and removal through District Court proceedings.
