RESOLVED, That upon and pursuant to the pertinent appeal,
under the Zoning Code, by People, Inc. , owners of the subject

Dear Madam:
This is written in response to the appeal of People, Inc. to relax
parking requirements on property located on the southwest corner of
Dayton Avenue and Kent Street. This property is further described as
follows:
Lot 1, Block 3, Woodland Park Addition.
This matter was heard by the Board of Zoning on February 21, 1974, at
which time the staff report was given. Staff recom�ended approval of the
permit.
Mr. Ernest Cutting, the attorney for the applicant, explained that the
residents would have graduated fram a halfway house situation into this
more free living environment. Most of the residents would be working but
not earning much more than their keep. He also explained that most of the
residents would not have their own cars so would not be creating a traffic
problem.
A motion to recommend approval of the appeal carried unanimously.

Present Use of Property: Property was formerly site of House by the Side
of the Road, Inc., It has since suffered a large
amount of interior damage, although the exterior
of the building is in good repair.
The property is presently vacant.
House by the Side of the Road, Inc. , by Quit
Claim Deed, transferred the premises to Community
Development Corporation of Greater St. Paul, Inc.,
in October, 1973. Community Development Corporation
held a mortgage on the premises on which House by
the Side of the Road was obligated.
In December, 1973, Community Development Corporation
transferred the premises to People, Incorporated,
pursuant to an agreement whereby People, Incorporated
agrees to rehabilitate and renovate the premises.
Proposed Use of Property: Please refer to copy of January 9, 1974, letter to
Mr. Glenn A. Erickson, which is attached.
Purpose of Appeal: For waiver of parking requirements under Section
60.23(3) of the St. Paul Legislative Code, as
amended.

Dear Mr. Erickson:`
People, Incorporated, is a Minnesota non-profit cor�oration located in St. Paul,
Minnesota. It provides services primarily` to residents of Ramsey County who are
� in need of help in the .transition from treatment for chemical dependency or
emotional illness to independent, functioning members of society. Presently
' People, Incorpora�ed, owns and operates : two half-way houses in St. Paul and
has had a successful program in ope'ration for the last four years.
At the present time People, Incorporated; would like to establish a three-quarter-
way house at 197 North Kent Street, St. Paul. , A three-quarter-way house is one
in which the corporation provides housing and some other services for persons who
are ready to leave a half-way house, but` sti11 need t� live in a supportive environ-
ment. Most of these persans would be e�iployed, but they may not have homes to go
to or may not earn enough to fully support themselves independently.
It is my understanding that the above premises are presently zoned as Class "C",
Therefore, the first purpose of tnis letter is to request permission to begin
operation of a three-quarter-way house on the premises as described above.
The second purpose af this letter is to �request a waiver af the off-street parking
requirernents._ The property at 197 North Kent is a spacious o1d home in need of
considerable rehabilftation which People, Incorporated, desires to do. It is anti-
cipated that after rehabilitation and renovatian there would be adequate space to
house twelve to fif teen residents.

Al.though there would be space available to permit parking for a couple of cars,
additional space is not presently available. However, due to the economic status
of the residents of the three-quarter-way house, they would not be able to provide
their own automobile transportation. Bus service is available within one block of
the premises and the corporation owns a van which is used to transport the residents,
including to and from places of etnployment.

This department cannot waive the parking requirements
as set forth in the 5t. Paul Legislative Code Section 60. 23 (3) as
amended. Your appeal for waiver must be registered with the City
Planning and Zoning Office located in the Grace Building at 421 Wabasha
Street.
Also, Section 60. 03 as amended shall be adhered to, requiring
a special use permit. This latter item can be taken up with the
