Section 2 . That the salary increase contained in said
Memorandum of Agreement shall take force and effect retroactively
to the first day of January, 1974, in accordance with the award
granted by a State Arbitration panel dated March 20, 1974, and in
accordance with the expressed intent and agreement of this Council
contained in Council File No. 262768 .
Section 3 . That all of the terms and conditions of said
Agreement shall take force and effect retroactively to the lst
day of January, 1974, in accordance with the expressed intent and
agreement of this Council contained in Council File No. 262851.
� Section 4. That any other ordinance, rule or regulation
in force when said agreement takes effect inconsistent with any
. � provision of the terms and conditions of said agreement, is hereby
repealed.
Section 5 . That this ordinance shall take effect and be in
force thirty (30) days after its passage, approval and publication.

MEMORANDUM Or^ AGREEMENT

This P�Iemoranclura of Agreement by anc3 between the City of
St. Paul (hereinafter sometir.ies referred to as "Enployer") and
the Saint Paul Police Federation (hereinafter sometimes referred
to as "Federation" ) .
This constitutes a tentative agreement between the parties
which will be recom*nended by the City Negotiator, but is subject
to the approval of the Administration of the City and the City
Coi,!zci1.
The following are tne modifications and changes adopted by
�kh� ��arties:

Ufficer�" . Also delete all asteri�;sand the asterix notation.
3. Delete the words "under grade t;�irty-four (34)��from
Article VIII, Section l, Article IX, Section 9..1, Article X,
Section 10.1 and Article XI, Section 11. 1. -

4. Modify Article XI� by deleting the words "non-rotating" and
substituting "Twenty and ?0/100 ($20. 70) " for existing "Eighteen

5. Substitute for the existing second sentence in Article XXI, ` _ .
- Section 21. 1 the following:
"Either party desiring to amend or modify this

June 15th of the year in which modifications are
desired, so as to comply with the provisions of
the Public Employment Labor Relations Act of
1971.

event of:
(a) Subsequent remarriage of the surviving spouse
of the deceased employee or retiree.
(b) The em�loyment of the surviving spouse where
hos�italization and raedical insurance coverage is
_ obtained through a group program provided by said
ernployer. It is further unders'cood, however, that '
in saiii event, the surviving spouse shall have the
right to maintain City nospitalization an� medical .
insurance coverage for the first ninety (9-0) d�ys
of said employment.

7. City-rrovided life insurance in existence at tirae of retire� ���� '
ment shall continue to be provided by the City after an employee
siiall take early retirement, but such coverage shall terminate
at age b5. _ :
8. Add one paid floating holiday to be added to existing holiday
schedule. .

9. Add One Thousand Doilars ($1, 000. 00) to severance pay allowance.
CSeverance allowance will now become Four Thousand Dollars , _,
($4, 000. 00) � This improvement will be implemented to the extent
permitted by law.
10. riodify the sicx leave conversion to vacation policy, to a11ow
eligibility for conversion when one hundred eighty (180) days
have been accumulated. [Replaces present -�wo hundred (200) -day
requirernent.]
11. Improve tne vacation schedule as follows:
(a) For those employees with at least fifteen (15) �
years, but less than twenty-five (25) years' service,
add one day paid vacation to present schedule. (Total
of twenty-one (21) days vacation. )
(b) For those employees with twenty-five (25) years
or more of service, add �wo days' paid vacation to
present scheclule. (Total of twenty-two (22) days
vacation. )
12. Lffective January 1, 1974, the salary applicable to each
class of position in the bargaining unit shall be increased by
seven and one-half (7�) percent.
13. It is agreed and understood that all contract language and
fringe benefits set forth herein, with the exception of those
set forth in Paragraphs 6 and 7 hereof, shall be effective -

14. Substitute for existing Article kIV-LEGAL SERVICES, the
following: -
"Exce�t in cases of malfeasance in office or
wilful or wanton neglect of duty, the EMPLOYER
shall defend, save harmless and indemnify an -
- EMPLOYEE, and/or his estate, against any claim
or demand, whether groundless or otherwise,
arising out of an alleged act or omission
occurring in tne performance and scope of the
EMPLOYEE'S duties. "
