That pursuant to and in accordance with the procedure set forth in Section 10.07.1, and upon certification of the Mayor that additional revenues are available in excess of the estimates of revenue adopted within the 1974 Budget, the Council of the City of Saint Paul does hereby revise the 1974 Budget so as to provide a supplemental appropriation to Consumer Protection by establishing a new Activity - Hearings - Utility shut-off code 00215 in the amount of $12,000.00 delineated as follows: City Attorney Consumer Protection $12,000.00 °68g}�5 rings - Utility Shut-off aozi� and further tha,��he item in the 1974 Budget - Financing Sununary - Miscellaneous - be increased $12,000.00. ,,- ,�,.-. Paul, Minnesota 55102 q/R� near Mr. Davis: On March 13, 197�, Legal Assistance of Ramsey County and Northern States Power Company entered into a Stipulation in the matter of Jackson, et al, v. Northern States Power Company, 3-72 Civil 1�-2, a copy of said Stipulation being attached hereto. Among other things the Stipulation provides that all "Final Notices" and '''Temporary Service Letters" mailed to cer- tain of NSP ' s delinquent residential subscribers within the corporate limits of the City of St. Paul will contain the fol- lowing language: "If you dispute the account or if you desire an inde- pendent party to review your account before termina- tion, you must contact the St. Paul Consumer Affairs Department 298-�+567 on or before (date) " Copies of both forms of notice are attached to the enclosed Stipulation. Pursuant to these notices, it h�s �Pen a�ree� fihat the Consumer Affairs Depar'cment will investigate all complaints which appear to be bona fide and conduct hearings if necessary during a trial period of one year or such lesser time within which the success of the program can be determined . The proce- dures for such investigations and hearings are also attached to the Stipulation. It is anticipated that this program will increase the work load of' the Consumer Affairs Department . In consideration thereof NSP agrees that if the City of St. Paul duly adopts and publishes an ordinance amending the budget to provide an addi- tional $12,000.00 to the Consumer Affairs Department to conduct investigations and hearings as above described, NSP will pay over to the City of St .
