An ardinance amending Ordinance No. 13534, approved January 31 ,
1967, pertaining to One-Way Streets.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
� Section 1 . That Ordinance No. 13534, approved January 31 , 1967,
is hereby amended by adding the following to Section 1 , thereof:

Section 2. This ordinance shall not be printed as part of the Saint

- Section 3. This ordinance shall take effect and be in force no sooner
than thirty (30) days after its passage, approval and publication. The exact
date of its effect will coincide with the insta) lation of the pedestrian
signal located •at Ames and White Bear Avenue.

Dear Mayor Cohen:
Attached is an Ordinance covering a One-Way designation of Ames Avenue
between Flandrau St, and Van Dyke St. It is necessary because of the
installation of the pedestrian signal located at the intersection of
Ames Ave, and White Bear Ave. Also attached is a copy of a letter that
was circulated to all the residents who would be directly affected by
the One-Way designation. The only input we received from the residents
was one individual who was in favor of the proposal , indicating that he
felt it would reduce the vehicular traffic volume.

Dear Resident:
tn connection with the construction of the new 4lhite Bear Ave. 8ridge
over the railrnad tracks north of Ames Ave. , a traffic signal wilt be in-
stalled at or near the intersection of Ames Ave. and White Bear Ave. ,
primarily to assist pedestrian crossings on dJhite Bear Ave. It is antici-
pated that a signal would be in operation when the bridge construction is
completed. At the present time we expect that this will be in the fall of
19I4. The aiternatives beiny investigated are:
l . A full signai which would provide for both pedestrian and vehicular
activity similar to the instailation at Case Ave. and White Bear Ave.
2 . A pedestrian signat located at the intersection of Ames Ave. and
4lhite Bear A�e . which would not accommodate cross street vet�icular
traffic.
3. A pedestrian signal located about 100 ft. south of Flmes Ave.
At the present time the Public Works Department favors the second of
the above listed alternatives because it better facilitates the present
pedestrian traffic flows than the third alternative and is considerably
iess expensive (approximately $10,000 less) than the first alternative. The
second alternative would, however, require that Am�s Ave, between 4�'hite Bear
Ave, and Flandrau St. be desiynated one-way westbound and that it be de-
siynated one-way eastbound betwean White Bear Ave. and Van Dyke St. 4Je are
aware of the fact that this may result in some inconvenienc� to the residents
tiving along /ames Ave. between Flandrau St. and Van Dyke St. , since they
will not be able to enter or cross White Bear Ave. at Ames Ave.
At the present time the southbound left turn from White Bear Ave. to
/�mes Ave. is prohibited. Th� primary reason for this is that the present

bridge provides oniy one lane of traffic in each direction and southbound
lett turning movements do restrict the straight throuyh southbound traffic
si�ce these vehicles are unable to pull around vehi�les stopped waiting to
mal:� a left turn. The new br-idge will provide for two Ianes in each direction
and it �ai11 , therefore, r�ot be necessary to restrict the southbound ieft turn
foliowing its ccmpl�tion.
We should point out that we feei there is some advantage to the resi-
dents by estabtishiny Ames Av�. one-way. We would ariticipate that a one-
way designation would result in less traffic on the street.
