RESOLVED, That in accordance with Ordinance No. 15311 , Council File
No. 260426, adopted January 23, 1973, the Council of the C1ty of Saint Paul

does hereby fix the �h day of March, 1974, at 10:00 o'clock a.m. , as the
date on which the Council will hoid a public hearing in the City Councit
Chambers, Saint Paut , Minnesota, to consider the level of street malntenance
to be performed in the City of Saint Paul in 1974 and the costs to be charged
against the benefitted property, and the City Clerk is hereby directed to
publish notice of this hearing in the Legal Ledger twice, the last publica-
tion being no less than one week prior to the date of the public hearing.

Proposed Assessment:

season. Efforts ��ould be made to complete the first cleaning by July lst,
and the second cleaning by tJovember lst. Al1 routine r�aintenance includ-
ing patching and repai ring of the al ley surfaces w� l l bc perforr�ed on an
as needed basis.
Proposec� Assessment:
U�der Class IV alley se�vice there would be one assessment whiether it is
ailed, paved, or inte mediate. An assessment of $. 12 per front foot is
proposed.

improved we mean those streets and alleys that have not been dc�veloped far
one reason or another. They are platted City right-of-��ays; however, the -

there been any assess�ents levicd. There a re approxi�ateiy Q� miles of
unimproved streets and 1!1� mi )es of unimprc�ved alleys in the City. Because
they are City ri�ht-of-�•iays , the City has th� responsibility to perform
minimat repairs and r�aintenance work on them to reduce �ny hazards or noten-
tial haza�ds.

The maintenance and renair of these streets and alleys alill consist of
patching, ninor bl�dinn, placin� of crushed rock an�! other stabilized nate-
rial in order to make the� passable and_ reduce hazards.

the patching and re�air !>>ork that may be needed. For streets we pro�ose an
assessment of one-hatf of the standard residential street assessr�ent pro-
posed under Class I 1 I , or $. 1�1 �er front foot. Under al le,vs �ye again pm-
pose an assessment of one-half of the alley assessment pr��osed unc'er Class
IV , or $.^5 �er fr�nt foot. These assessments �y+ ll pmvid� the hare rsini-
mum funds necessary to take care of these �unimpr�ved streets and alleys.

The attached Resolution establishing the date of public hearing to consider
the level of street maintenance for 1974 must be presented to the City
Council on Tuesday, March 19, 1974, so that publication will be within seven
days prior to the public hearing.
The program will be similar to last year's and the assessment rate will be
increased only slightiy.
The Oepartment plans to present the program to the Council Committee on
Public Works on Wednesday, March 20, 1g74.
