In the matter of hazardous
buildings being that three story frame
multiple dwelling and 14' x 20' frame
accessory building known and described
as 464 Holly Avenue in the City of Saint
Paul and situated upon those premises
legally described as Lot 19, Block 19,
Subd. of Blocks 19, 21 and part of Block
20 of Woodland Park Addition to the City
of St. Paul, according to the plat on
file and of record in the office of the
Register of Deeds in and for the County
of Ramsey, State of Minnesota
WHEREAS pursuant to Resolution, C. F. 262318, approved
October 9, 1�73, a pubiic hearing was duly held on October 18,
1973 before the Council of the City of Saint Paul, said hearing
pertaining to the conditi.on of the structures located at 464
Holly Avenue, Saint Paul, Minnesota; and
WHEREAS, Upon the facts presented at the hearing consisting
of photographs, inspection reports and recommendations of the
Division of Housing and Building Code Enforcement it is found and
determined by the City Council that according to the records and
files in the office of the Register of Deeds, the last record owner
of the above described property is Victor Vik and that George
Brelje may have an unrecorded interest in the property, and that
there are no lien holders of record; and that it is further
determined that the above described buildings are hazardous buildings
within the definition of Minnesota Statutes Section 463.15 for
the following reasons:
a. The buildings are standing vacant, abandoned
and are subject to being entered by unauthorized persons;

b. The exterior condition of the building is
as follows: The building has suffered severe fire
dama.ge. There are holes burned through the roof.
The outside wooden fire escape on the west side of
the building, the cornices and window sills are
rotten. The roof covering is deteriorated. The
back porches are in very poor condition and are
sagging;
c. The interior condition of the building is
as follows: The basement floor is broken and uneven.
The joists are in po�r condition and the support posts
have dry rot. The ceiling is plastered, but this
plaster is in poor condition and is falling. , The first
floor ceiling plaster has been soaked with water and
is falling and there are several holes through the
ceiling and the floor above. The floors are uneven.
The second floor walls, ceiling, floors, and the doors
and window casings and trim are severely burned. Holes
have been chopped through the floors by the fire fighters.
The third floor walls, ceilings and trim have been burned.
The stairway to the third floor has been badly burned.
The plumbing and electrical systems have been badly
dama.ged by fire. The piping for the heating system is
in poor condition;
d. The building in the above condition is beyond
reasonable repair;
e. The building is unfit for human habitation in
its present condition and the above corrections must be
ma.de in compliance with the Building Code and the Housing
Code of the City of Saint Paul in order to ma.ke the sa.me
habitable;
f. The building constitutes a nuisance and a hazard
to the public health, safety and welfare because of its
physical dama.ge, dilapidation and inadequate maintenance;
g. There is a 14' x 20' frame accessory building in
which the roof sags. This building has been slightly
damaged by fire, but is in fair condition;
now, therefore, be it
RESOLVED, that in accordance with Minnesota Statutes Sections
463.15 through 463.26, and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby make
the following order:

ORDER
l. The owner of the above described building shall make
the same safe and not detrimental to the public peace, health,
safety and welfare by having the said building razed and the
ma.terials therefrom removed from the premises within thirty (30)
days from the date of the service of this Order;
2. Unless such corrective action is taken to comply with
this order or an answer served upon the City of Saint Paul and
filed in the office of the Clerk of the District Court of Ramsey
County, Minnesota, within twenty (20) days from the date of the
service of this Order, a Motion for Summary Enforcement of this
Order to raze and remove the said building wi11 be made to the
Ramsey County District Court;
3. In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court,
all persona.l property or fixtures which may unreasonably interfere
with the razing and removal of this building shall be removed within
ten (10) d.a.ys from the entry of judgment; and if not so removed,
the City of Saint Paul shall remove and dispose of such personal
property and fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any corrective
action herein, all necessary costs expended by the City will be assessed
against the above described real estate and collected as other taxes;
and be it
FURTHER RESOLVED, that a certified copy of this resolution
and incorporated Order herein be served upon the last record owner
of the above described property in the ma.nner provided by law.

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby
submitting its report on the condition of the structures at the
location referred to above.
The owners of record are Victor Vik and Georg Brelje.

sags . This building has been slightly damaged by fire, but is
in fair condition.
Inasmuch as the physical damage outlined above constitute a public
hazard and the owner has made no attempt to satisfactorily repair
the damage despite our warnings , and the continued vacant and �
boarded up condition contributes a blighting influence on the
neighborhood, it is the recommendation of this bureau that this
matter be referred to the City Attorney's office for razing and
removal through District Court proceedings ,
