RESOLUTION ACCEPTING A GRANT FROM THE METROPOLITAN FOR THE
REMEDIATION OF THE STRAUS BUII.DING LOCATED AT 350 SIBLEY 5TREET
WHEI2EAS the City Council on April 24, 2002, by Resolution Number 02-339 authorized the
Director of the Department of Planniiig and Economic Development to apply to the Metropolitan Council for
a grant to remediate asbestos and other hazazdous materials from the Straus Building located at 350 Sibley
Street to allow renovation of said building into 49 units of rental housing and 8,575 square feet of first floor
commercial space; and
WHEREAS the Metropolitan Council awarded $166,000 to the City of Saint Paul from its Tas Base
Revitalization Account Program to remediate contamination in the Siraus Building; and
WHEREAS the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does
hereby certify that $166,000 in funds are auailable for appropriation in excess of those esrimated in the 2002
budget and recommends the following changes to the 2002 budget;

BE IT FURTHER RESOLVED that the City Council of Saint Paul, Minnesota approves the above
changes to the 2002 budget.
SE IT FURTHER RESOLVED that the City of Saint Paui has not violated any Federal, State or local
laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt
practice.
BE IT FURTHER RESOLVED that the City of Saint Paul Department of Plamiing and Economic
Development may enter into an agreement with the State of Minnesota far the above-referenced project, and
that the Saint Paul Depariment of Planning and Economic Development certifies that it will comply with all
applicable laws and regulations as stated in all contract agreements.

39 BE IT FURTHER RESOLVED that the Director of the Department of Planniug and Economic
40 Development is hereby authorized to execute such agreements with the State of Minnesota as aze necessary to
41 implement the project on behalf ofthe City of State Paul.

Sherman as�d Associates, Inc. which owns the Straus is proposing to renovate the vacant, unsafe historical Straus
Building at 350 Sibley Street into 49 units of rental housing and 8,575 square feet of first floor coxnmercial space.
Asbestos was discovered in the building. City applied for grant funds to pay for the cost of clean up from the Met
Council. Met Council awared $166,000 towards the clean up.
