WHEREAS, Laws 1973, Chapter 538, authorizes the Saint
Paul Civic Center Authority to contract out to a private
management firm the management of the Civic Center Parking
Ramp, subject to the approval of the City Council, and
WHEREAS, the Civic Center Authority requested sealed
bids in the matter and National Garages, Inc. of Detroit,
Michigan was found to be the lowest responsible bidder meeting
specifications at a management fee of 2.35X, and
. WHEREAS, the Civic Center Authority and its staff have
thoroughly analyzed the matter and their analysis predicts
an approximate $20,000 increase in net revenues to the
Authority over and above the projected increase in net
revenue for the calendar year 1974 if the management of
said ramp were contracted out ,to National Garages, Inc. ,
now, th�refore, be it
RESOLVED, that the Council of the City of Saint Paul
hereby approves the Civic Center Authority' s entering into
a contract for the private management of the Civic Center
Parking Ramp for a period of tweleve (12) months commencing
approximately March 1, 1974.
