law, and notwithstanding any provision of law to the contrary
contai_ned in the charter or ordina.nces of the city of Saint Paul
or statutes applicable ta such city, the city of Saint Pau1 is
authorizPd to issue an "on sale"' liquor license to the Saint Paul
Council of Arts and Sciences f or the premises knawn as the Ol.d
Federal Courts Building. � The license so authorized ma.y, with the
prior approval of the Saint Paul Council of Arts and Sciences, be
used any place on the premises of the 01d Federal Courts Buiiding,
and by any person, firm or corporation who has contracted for the

Y`our support of the endorsed legislation is being solicited.
Tftis proposed bjll has been drawn up by the City Attorney following lengthy
di�scussions wTth the State Liquor Control Agency which has requested the
Arts and Science Council , the management agent of the Old Federal Courts
Building, to comply with the standing liquor laws of the State of Minnesota.
This legislation will in every way satisfy their request and is in keeping
with the laws relating to the Saint Paul Civic Center.
The adult programs of the Arts and Science Council and the Old Federal Courts
Building which are used by .a variety of community organizations will greatly
benefit by the passage of this legislation,
Y`our immediate attention, endorsement and support before the next legislative
session of the State Legislature will be greatly appreciated.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: �

law, and notwithstanding any provision of law to the contrary

1 . Recommended to the Council for approval an ordinance
amending Section 285.01 pertaining to inhaling certain
chemical compounds. Copy of amendments atta�.hed.
��� 2. Recomr�ended to the Council for Znc7usion in the city's
legislative program a bill for an act authorizing the
issuance of licenses for �:he sale of intoxicating liquor
to the Council of Arts and Sciences. Copy attached.
3. Approved for recommendation to the Council the concept of
a bill authorizing Ramsey County to handle absentee ballots
for fall electlons, and requesting the City Attorney and
Council Research Bureau to prepare such legislation.
