WHEREAS, The Council of the City of Saint Paul on January 9�
1974� held a public hearing for the purpose of considering
establishing certain Savings and Loan Associations as depository
for the funds of the City for the purpose of encouraging the
Savings and Loan Associations to make more mortgage money available
for home ownership in the City of Saint Paul; and
WHEREAS, Testimony was presented at this public hearing by
members of the "Save the Cities" Campaign as to the insufficient
' amount of money presently available for home loan mortgages from
the Savings and Loan Associations in the City of Saint Paul and
urging tha.t the City of Saint Paul join other institutions and
persons in depositi�.g funds with the lending institutions which will
do the best job of providing needed mortgages and' home improvement
loans in the City under reasonable terms; now, therefore, be it
RESOLVED� Tha.t the Council af ,the�City of Saint Paul does
hereby_ pledge to deposit $20�000 of Eity funds in the form of
one-year Savings Certi�icates bearixtg the maximum inter�s,� rate
- allowed by law in each Savings an�'-Loan Association Office in the
City of Saint Paul tha.t actua.11y implements the specific request
of the "Save the Cities" program; and, furthermore, tha.t such
deposits will be ma.de upon the recommendation of the "Save the
Cities" committee and evidence satisfactory to the Council' s
Fina.nce Committee that the specific Savings and Loan Association
ha.s fulfilled its part in the program; the said deposits to be
ma.de in accordance with Minnesota Statutes, Section 118.17, and
the Council resolution designa.ting such Savings and Loan Association
as a depository for the funds of the City of Saint Paul.

The Finance Committee on Monday, December 17, 1973, moved
unanimously to recommend to the full Council that a date for
public hearing be set relative to "Save the Cities" Campaign,
wherein all interested parties may be heard relative to making
residential mortgage and home improvement loans available at a
rea.sonable interest rate to central City residents.
Please include this memorandum on the City Council's
agenda December 18th.
