1 WI�EREAS, James S. Ciri�as born on Rondo Street and never forgot his roots, taking great pride in being a
2 native Saint Paulite; and,
WFiEREAS, Jun Griffm worked tirelessly and tenaciously, not only in the shuggle for equality, but also for racial
reconciliation; and,
WF7EREAS, Jim spent his entire life in the service of his fellow cirizens of Saint Paul. He joined the Saint Paul
Police Department in 1941 and achieved the honor of becoming the first black sergeant, the first black captain, and
in 1972, Jim earned the rank of Deputy Chief of Police, another first. Jim served nearly two decades as a school
board member figJiting for a quality education for all of Saint Paul's children. As an athletics official he
demonstrated to our youth the value of physical fitness, setting and striving for goals, and sportsmanship; and,
10 WHEREAS, Jim always demonstrated himself to be a true genUeman, greeting people with a warm smile, a hearty
11 handshake and pat on the back, and making them feel nnportant; now,
12 THEREFORE BE IT RESOLVED, that the Saint Paul City Council does hereby name the building currently
13 undergoing rehabilitation to become the next Saint Paul Police Headquarters, as the
14
James S . Griffin Building.
