.An administrative ordi.nance approving the
terms and conditions of employment between the
City of Saint Paul and employees holding the title
of Assistant Fire Chief and Deputy Chief of Police.
WHEREAS, the Council pursuant to the provisions of Section 12. 09 of
the Saint Paul City Charter and the Public Employment Labor Relations
Act of 1971, as amended 1973, wishes to set forth the terms and conditi.ons
of employment for all the full time personnel in said classes of Assistant
Fire Chief and Deputy Chief of Police; now, therefore
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
In the event of the death of an active employee or an early retiree, the
dependents of such e�nployee or retiree shall have the option within thirty
(3p) days to continue the current hospitalization and medical benefits, in-
cluding such improvements as may be made from time to time, which said
dependents previously had, at the premium applicable, to dependents of
active employees. ,
It is further understood that coverage shall cease in the event of: -
(a) Subsequent remarriage of the surviving spouse of the
deceased employee or retiree.
(b) The employment of the surviving spouse where hospita.lization
and medical insurance coverage is obtained through a group
program provided by said employer. It is further understood,
however, that in said event, the surviving spouse shall have t he
right to maintain City hospitalization and medical insurance
coverage for the first ninety (90) days of said employment.

Section 2.
City-provided life insurance in existence at time of retirement shall
continue to be provided by the City after an employee shall take early
retirement, but such coverage shall terminate at age 65.
Section 3.
Add one paid floating holiday to be added to existing holiday schedule.
Section 4.
Add One Thousand Dollars ($1, 000. 00) to severance pay allowance.
(Severance allowance will now become Four Thousand Dollars ($4= 000. 00). )
This improvement will be implemented to the extent permitted by law.
Section 5.
Modify the sick leave conversion to vacation policy, to allow eligibility for
conversion when one hundred eighty (180) days have been accumulated.
(Replaces present two hundred (200) day requirement. )
Section 6.
Improve the vacation schedule as follows:
(a) For those employees with at least fifteen (15) years, but less
than twenty-five (25) years' service, add one day paid vacation
to present schedule. (Total of twenty-one (21) days vacation. )
(b) For those employees with twenty-five (25) years or more of
service, add two days' paid vacation to present schedule.
(Total of twenty-two (22) days vacation. )

Section 7.
Effective January 1, 1974, the salary applicable to the titles of Assistant
Fire Chief and Deputy Chief of Police shall be increased by seven and
one-half (7-1/2) percent.
Section 8.
The City agrees that except in cases of malfeasance in office or wilful
or wanton neglect of duty, it shall defend, save harmless and indemni£y
the employees covered herein, and/or their estate, against any claim �
or demand, whether groundless or otherwise, arising out of an alleged
act or omission occurring in the performance and scope of such employee�s
duti e s.
Section 9.
The provisions of Section 1 and Section 2 hereof shall become effective on
the effective date of this ordinance.
Section 10.
That all of the terms and conditions except as hereinbefore provided, shall
take force and effect retroactively to the first pay period for the City employees
� for the year of 1974 in accordance with the expressed intent and agreement of
the Council contained in Council File No. 262768 and 262851.
Section 11.
That any other Ordinance, rule or regulation in force when said agreement
takes effect, inconsistent with any provision of the terms and conditions of
this ordinance, is hereby repealed.
Section 12.
That this ordinance shall take effect and be in force thirty (30) days after its
passage, approval and publication.
