WHEREAS , the Commissioner of Highways has prepared plans , speciai
provisons and specifications for the improvement (overlay, traffic signals
and turn lanes) of a part of Trunk Highway Number 104 renumbered as Trunk
Highway Number 12 (University Avenue) within the corporate limits of the
City of St. Paul from the West Limits of St. Paul to Park Street; and
WHEREAS , said plans are on file in the office of the Department of
Highways , Saint Paul , Minnesota, being marked, labeled, and identified as
6208-24 (12=104) ; and
WHEREAS, said special provisions are on fi le in the office of the
Department of Highways , Saint Paul , Minnesota, being marked, labeled and
identified as 6208-24 (12=104) , which, together with the Minnesota Department
of Highways "Specifications for Highway Construction" dated January 1 , 1972,
as amended by "Supplemental Specifications" dated January l , 1974, shall
govern (on file in the office of the Commissioner of Highways) , and con-
stitute the specifications for said improvement of Trunk Highway 104
renumbered as Trunk Highways Number 12; and
WHEREAS , copies of said plans and special provisions as so marked,
labeled and identified are also on file in the office of the Director of
Publ i c Works, and
WHEREAS , the Term "said plans and special provisions" as hereinafter
used in the body of this resolution shall be deemed and intended to mean,
refer to, and incorporate the plans and special provisions in the foregoing
recitais particularly identified and described; now, therefore, be it

FURTHER RESOLVED, that the elevations and grades as shown in said
plans and special provisio�s be and they are hereby approved and consent
is hereby given to any and all changes in grade occasioned by the con-
struction of said Trunk Highway Number 104 renumbered as Trunk Highway
Number 12 in accordance with said pians and special provisions.

Dear Mayor Cohen:
Attached for your approval and submittal to the City Council are two
resolutions approving improvements on University Ave. between the west
city limits and Park St. These improvements consist of revisions of the
e xisting center islands to provide refuge turn lanes at the intersections,
as well as revisions to the present center island signals and a bituminous
overlay of the entire street.
This project is fundcd 70% under the Federal Aid Urban System of the
Federal Aid Highway Act of 1973 and 30% by the Minnesota Highway Department.
The cost for the City of St. Paul will be about $15,000 for signing revisions
and project coordination. The total estimated cost is $1 ,100,000. Bids for
this work will be opened on June 28, 1974 and the specia) provisions provide
for 85 working days for completion. No work that will interfere with traffic
will be permitted on University Ave. near Snelling Ave. during the State Fair.
This work will be followed by a separate contract to install overhead
mast arm signals for better visibility, as well as instatlation of new traffic
signal controllers. The City' s cost for this project will be $50,000 to
$60,000, or 15% of the contract cost.

your, as well as the City Council ' s, review upon request.
