Lawson in the City of Saint Paul and situated upon those premises legally described as Lot 13, Block l, Coopers Addition a Subdivision of Lot eighteen (18j of Hoyt's Outlots to St. Paul, Minn. , according to the plat on file and of record in the office of the Register of Deeds in and for the County of Ramsey, State of Minnesota WHEREAS pursuant to resolution, C. F. The imitation brick siding is torn and missing. The roof covering is deteriorated and worn and the gutters and downspouts are loose and parts are missing. Doors and windows are broken and missing; (c) The interior condition of the building is as follows : The basement has a dirt floor and the first floor joists are not properly supported on bea.ms and posts. The basement stairs are weak and uneven. There is loose and falling plaster throughout the house. There are broken and missing interior doors as well as broken and missing trim. The plumbing system is old and deteriorated. The entire system will have to be replaced as it is not installed according to the building code. The electrical system is inadequate for today' s needs. A new larger service will have to be installed and the electrical system brought up to code requirements. The duplex is heated by space heaters and more heaters will have to be installed to provide adequate heat; (d) The building in the above condition is beyon+d reasonable repair; (e) The building is unfit for hum:an habitation in its present condition and the above corrections must be made in compliance with the Building Code and the Housing Code of the City of Saint Paul in order to make the same habitable; (f) The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical damage, dilapidation and inadequate ma.intenance; (g) There is a 24' x 24' frame garage on the property which is in a dilapidated condition with doors and windows missing; now, therefore, be it RESOLVED, That in accordance with Minnesota Statutes Section 463.15 through 463.26, and based upon the foregoing findings of the City Council, the Council aEthe City of Saint Paul does hereby make the following Order: WH17E - CITV CLERK - PINK - FINANCE GITY OF SAINT PAUL Council ����pn CdA' NARY - DEPARTMENT cr:UE • �IMAYOR File NO. The owner of the above described buildings shall make the same safe and not detrimental to the public peace, health, safety and welfare by ha.ving the said buildings razed and the ma.terials therefrom removed from. the premises within thirty (30) days from the date of the service of this Order; 2. Unless such corrective action is taken to comply with this Order or an answer served upon the City of Saint Paul and filed in the Office of the Clerk of District Court of Ramsey County, Minnesota within twenty (20) days from the date of the service of this Order, a Motion for Summary Enforcement of this Order to raze and remove the said buildings will be made to the Ramsey County District Court; 3. In the event tha.t the buildings are to be razed by the City of Saint Paul pursua.nt to jud�ment of the District Court, all per- sona.-1 property or fixtures which ma.y unreasonably interfere with the razing and removal of these buildings shall be removed within ten (10) days from the entry of judgment; and if not so removed� the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law; 4. If the City of Saint Paul is compelled to take any,corrective action herein, all necessary costs expended by the City will be assessed against the above described real estate and collected as other taxes; and be it FURTHER RESOLVED� That a certified copy of this resolution and incorporated Order herein be served upon the last record owners of the above described property in the manner provided by law. The Housing and Redevelopment Authority does not intend to acquire this property. The authority is concerned that this structure be demolished as soon as possible to meet Federal close-out guide lines for the E-2 program. Lawson 3-25-74 Inasmuch as the inadequate maintenance, the dilapidated condition and the physical damage outlined above constitute a public hazard and the owners have made no attempt to satisfactorily repair the damage despite our warnings, and the continued vacant and boarded up condition contrib- utes a blighting influence on the neighborhood, it is the recommendation of this bureau that this matter be referred to the City Attorney' s Office for razing and removal through District Court proceedings. � Ve y� uly y r � �t,.� G enn A.
