"An act relating to the city of St. Paul ;
authorizing housing and rehabilitation loan
and grant programs ; providing for the issuance
of general obligation bonds for such programs
and for park improvement; amending Laws 1971,

a certified copy of which is filed herewith, shall be and said
act hereby is in all things approved;
RESOLVED FURTHER� that the City Clerk � as the chief
clerical officer of said City of Saint Paul , shall forthwith
file with the Secretary of State a certificate in form prescribed
by the Attorney General stating the essential facts necessary to
said approval of said Aet hereunder and including a copy of this
resolution of approval of said Act.

, tion loan proaram �ith respect to properts o�vned and occiipied by persons
of low and moderate income, loc�ted any�-here �cithin its boi.nclaries, on such
' terms and conditioi�s as it determines; prorided, that in appro�in� ap�lica-
� � tions for this program, the foilo�ving fnctors shall be consi�ered: (11 the
' availability of other governmental pragrssms affordab2e by the apglicant;

At the request of John Connelly, we have prepared and
transmit herewith a resolution whereby the City Council
would approve Chapter 35i, Laws of Minnesota for 1974.

couneil approves this law, it will be necessary that
the council at a later date adopt the rules and regu-
lations governing the rehabilitation loan and grant
program.
Chapter 351 further authorizes the sale of up to
�2,000,000 general obligation bonds of the city during
the calendar year 1975 for the purpose of providing
funds to improve Phalen Park.
