RESOLVED� Tha.t the Council of the City of Saint Paul does
hereby authorize the Mayor to ma.ke application to the United
States Department of La.bor, Ma,npower Administration, for a Federal
grant in the amount of $468,900.00 for the purpose of operating a
Summer Youth Employment Program in the City of Saint Paul, the
Federal program to be operated under contract between the City and
Saint Paul Independent School District No . 625 for a period com-
mencing June 2, 1974, for a period of 10 to 13 weeks during the
summer, and the Ma.yor and other City officers are authorized to
enter into the necessary contracts with the United States Department
of La.bor, Independent School District No. 625, and other agencies
in order to implement the program.

Re: Summer Youth Employment Program

The Summer Youth Employment Program for the City of Saint Paul has reached the
final planning stages, and is ready for implementation.
The funds for this year's program are derived from a number of sources including
federal, state, and private buiness allocations. These funds total $679,940
from all sources.
The federal allocation is $468,900, and is composed of transitional funds under
the Comprehensive Employment and Training Act of 1973 Title III Summer Youth
�.pprop�iations. Although we have verbal assurance by the Department of Labor
Regional officials on $229,000 of that allocation Congress has not made final
approval of the remainder. We would like to initiate the program on the basis
of this $229,000 allocation.
The program will serve approximately 1380 youth ages 12-21, at $2.00 per hour.
Hours will vary according to age and job title. The work sites range from in-
dividual placements in private non-profit agencies to work-crew positions opera-
ting in St. Paul, designated by the St, Paul Parks and Recreation Division for
environmental improvement, (specifically Hidden Falls, Crosby Lake and Swede
Hollow). A brief narrative on the program is attached for your informa.tion.
We are requesting City Council approval of School District ��625 as administrator
of the Summer Youth Employment Program, under the direction of Mr. Ron Finnegan.
We feel that the School District has exhibited an outstanding track record in
the operation of the In-School Neighborhood Youth Corps Program.

Summer Youth Employment Program
June 3, 1974
Pending Council approval of School District ��625 as administrator of this
program federal funds will be sub-contracted to the St. Paul School District
��625, and the program will commence. The St. Paul Manpower Planning Office
will monitor administration of the Summer Youth Employment Program.
Expedient approval of this resulution is imperative to the employment of needy
St. Paul youth.
