RESOLVED, Tha.t the Council of the City of Saint Paul does
hereby authorize the Mayor to submit an application to the Minnesota
State Department of Education requesting funds in the amount of
$104,304.00 for the operation of a special Summer Child Feeding
Program, said program to be administered by the Ma.yor' s Office of
Ma.npower Planning, and the Ma.yor is authorized to enter into all
necessary contracts with the State Department of Education and
Independent School District No. 625, and the Ma.yor is further
authorized to take all actions necessary to implement the said
special Summer Child Feeding Program, including the hiring of the
necessary employees to administer and monitor the program, and
subcontract with Independent School District No. 625 whereby the
School District would provide the necessary food services .

Re: Special Summer Child Feeding Program

The City of Saint Paul has the opportunity of participating in the Special Summer
Child Feeding Program, administered by the U.S. Department of Agriculture and the
State Department of Education, this summer as we have in previous years. Last
year, for a number of reasons, Saint Paul did not participate in the program.
However, after discussions with state and regional officials on this program my
staff feels that the free lunch program will provide a needed addition to youth
programs in Saint Paul this year. Therefore, we are requesting passage of a
City Council Resolution that will allow us to apply for sponsorship of the pro-
gram.
The Special Summer Child Feeding Program will provide full Federal reimbursement
for free lunches to disadvantaged youth up to age 22, enrolled in summer activities
at various youth serving public and private non-profit agencies throughout the
city. (See attached site list)
Arrangements have been made with the Saint Paul School District ��625 to sub-contract
with us for the food preparation and delivery of ineals under the supervision of
Mrs. Virginia Ball, Director of School Food Service Department.
The City will be reimbursed for the meal service at a rate not to exceed 67� per
meal for food preparation and 6G per meal for administration.
Administration and coordination of the program will be handled by the Ma.npower
Planning Office Youth Coordinator, with the assistance of three (3) additional staff
members to be hired on a temporary basis specifically for this program.

Since we are still uncertain of the status of the other federally funded supparti�ee
summer youth programs, specifically the Recreation Suppor.t Program and the Summer
Youth Transportation Program, that were available to Saint Paul last year, we feel
that the free lunch program will be especially vital to the effectiveness of agencies
serving disadvantaged youth this summer.
If you have further questions on this program please contact me.
We look forward to a favorable decision from the City Council on our participation
in this program.
